    The County of Stanislaus (County) is issuing this Request for Proposals (RFP) seeking qualified and experienced Environmental Consultants, including subcontractors, for the County’s Planning & Community Development department located at 1010 10th Street Suite 3400, Modesto, CA 95354The County is seeking firms to provide full environmental review services in compliance with both the California Environment Quality Act (CEQA) and National Environmental Policy Act (NEPA). The NEPA focus will be on federal U.S. Housing and Urban Development (HUD) funded infrastructure and housing projects; and the County may require the preparation of joint CEQA and NEPA environmental assessments on federally funded projects. The County anticipates needing to utilize contracted services for complex land use entitlement application projects and/or projects needed special studies. Services may include preparation of a Mitigated Negative Declaration, Environmental Impact Report (EIR), Addendums, or Supplements. Specialized studies may include, but are not limited to, Vehicle Miles Traveled (VMT), Greenhouse Gases, Noise, and Health Risk Assessment.The successful Proposer must meet all the requirements and expectations set forth herein, as well as all the general contractual and insurance requirements mandated by the County (“Terms and Conditions). Terms and conditions may be modified through the RFP process.Proposers must thoroughly explain how their Proposal meets or exceeds the service and deliverable expectations specified in the RFP.Award may be made to the Proposer whose Proposal provides the greatest overall benefit to the County, taking into consideration: a) the Proposer’s conformance to the requirements in the RFP; b) the Proposer’s qualifications and ability to perform the service required within the specified time; c) the quality of performance in previous contracts and references; d) financial ability to perform the contract; e) the ranking factors, and f) pricing. The County reserves the right to cancel the solicitation and to reject any or all Proposals in whole or in part and is not bound to accept any Proposals if rejection of that Proposal is determined to be contrary to the best interest of the County.This RFP contains instructions governing the requirements for Proposals, including the format in which Proposal information is to be submitted and the material to be included, the requirements that must be met to be eligible for consideration and the responsibilities of the Proposer before and after implementation. This proposed Scope of Work will be used as the basis for negotiating the final Scope of Work for inclusion in the resultant agreement.
