    Description

    The selected proposer will provide the following services to PGW on an as-requested basis based on PGW’s business needs and regulatory requirements. Additional site-specific information will be provided to the proposer(s) who are awarded a contract under this RFP to complete the work described in Attachment B and summarized below. Develop and implement Remedial Investigations at multiple PGW contaminated sites with the intent of developing a site-specific standard and subsequent development of a Remedial Action Work Plan. Prepare and submit Cleanup Plans to the PADEP and attend meetings with PGW and the PADEP as necessary. Assist in the management of a PGW and PADEP approved strategy to address environmental liabilities associated with contaminated soil, groundwater, and/or sediment with the goal of obtaining a release of liability under the Pennsylvania Land Recycling and Environmental Remediation Standards Act (Act 2), and Title 25 Chapter 250 of the Pennsylvania Code – Administration of the Land Recycling Program. Develop a scope of work for inclusion in an RFP document to procure professional services for MGP site risk screening and risk assessment at multiple PGW sites. Scope of work actions must be compliant with all PADEP Act 2 regulations. Develop a notice of intent to remediate document and remediation work plan for submittal to the Act 2 program, to address potential environmental impacts associated with a former secondary smelting property. Coordinate and oversee remediation activities at PGW contaminated sites with the goal of obtaining Act 2 closure. Assure that all work conducted by remediation contractors is conducted to quality standards, adheres to remedial design, and accomplishes remedial objectives. Develop and implement site-specific Health and Safety Plans that ensure the safety of consultant, contractors, PGW employees, and the public during all phases of site investigation and remediation. Review an ongoing remediation program for PGW sites and provide guidance on how the program could be more fully integrated with proposed Act 2 remediation activities, for eventual closure of the sites under Act 2. Assess potential increases to cost estimates for environmental remediation activities as related to changes in determination of end use of properties; provide cost-benefit analyses of Act 2 closures under various available standards among multiple PGW sites. Provide consulting services as needed for PGW environmental matters and/or compliance with associated environmental regulations. Proposers must detail how artificial intelligence technology (“AI”) will be utilized to provide the services and materials that are the subject of this RFP. Include provisions that outline how data will be collected, stored, and processed by AI systems.
