CITY OF PORTERVILLE, STATE OF CALIFORNIA REQUEST FOR QUALIFICATIONS FOR ESCROW AND TITLE SERVICES RFQ# 25/26-SR2021 The City of Porterville is initiating a Request for Qualifications (RFQ) to solicit responses from qualified firms interested in providing preliminary and other title reports, escrow services, title insurance and other title related services as required to assist staff in the purchase of properties. The required services will be performed upon request by the City as projects are initiated. All responses must be submitted on the Public Purchase website, https://www.publicpurchase.com by 5:00 p.m. on Friday, May 29, 2026. Proposal forms may be inspected and electronically downloaded at no cost, at the Public Purchase website. No copies of said documents will be provided by the City. All addenda and correspondence during the bid process will be handled electronically through the Public Purchase website. Questions regarding this project are due no later than Tuesday, May 26, 2026. The City hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprise (DBE) will be afforded full opportunity to submit proposals in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, handicap, gender, religion or sexual orientation in any consideration leading to the award of contract. No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the award of contract.
