The City of Orlando ("City") is soliciting proposals for event parking management and staffing services for the public before, during, and after scheduled performances at various locations within the City. The Contractor will be requested to make recommendations to maximize parking revenue while minimizing expenses.
The Contractor shall provide parking staff to anticipate and address guests’ needs, provide exceptional service and be aware of and sensitive to the enjoyment and positive entertainment and Contractor's safety needs of the public. A high degree of reliability and a positive attitude is an essential requirement for the Contractor's employees who meet and deal with the public as front-line ambassadors for the City. The Contractor is also expected to maintain continuity of its employees through proper personnel management. The number of personnel, their assigned posts, locations, hours, and the nature of their duties shall vary in order to meet the City's requirements.
The City of Orlando is a 111.2 square mile area that covers a total of 71,140 acres. With its central location in the region and the State, Orlando is easily accessible from Interstate 4, Florida Turnpike, East/West Expressway, and the Beachline Expressway.

The Kia Center, located at 400 West Church Street, is the home of the Orlando Magic NBA basketball team, Orlando Solar Bears ECHL hockey team, Orlando Pirates Arena Football League football team, as well as collegiate and other professional sports. The Kia Center also features family shows, concerts, and more. The arena has a seating capacity of 20,000 for basketball and up to 20,000 for concerts. The Orlando Magic is a key partner in this venue with specific areas of the arena under their direction and shall be involved in the selection of the Contractor and the ongoing review of the performance of the Contractor, under the resulting contract. The Camping World Stadium Complex, located at 1610 W. Church Street, consists of the Camping World Stadium which hosts events such as the Collegiate football bowl games; Mexico National Team and other professional soccer games; Monster Jam; Paul McCartney, Billy Joel, Rolling Stones, Def Leppard, Motley Crue, Poison, Red Hot Chili Peppers, and other concerts. The same requirements, expectation of service, and legendary results for parking personnel are required for all venues, but each venue will have unique and specific needs that may be addressed separately.

This criteria will include, but will not be limited to, Proposer’s general statement of experience pertinent to the specifications of this RFP, references, financial stability, lost business, management, staff, revenue control/protection, traffic/ transportation management, guest service, and lost business.
This criteria will include, but will not be limited to Proposer’s responsiveness to the proposal; Proposer’s management plan submitted in response to Section 9.11 above; Proposer’s external/internal communication strategies; Proposer’s accountability, duties, and responsibilities of managerial staff; and Proposer’s event parking plans/objectives/strategies.
This criteria will include, but will not be limited to Proposer’s operations plan submitted in response to Section 9.12 above; Proposer’s staffing plan with schedule and job descriptions; Proposer’s standard operating policies and procedures; Proposer’s general policy of employee conduct and training; Proposer’s employee turnover rate of management and supervisory employees; Proposer’s POS wireless handheld devices, related equipment, and software; and Proposer’s responses to the “Vendor IT Questionnaire”, included with this Request for Proposals as Attachment “H”.
This criteria will include, but will not be limited to, evaluation of the information submitted in response to Attachment “F.”
