    Description

    The Wisconsin Department of Administration (DOA), Consolidated Agency Purchasing Services (CAPS) on behalf of the Office of the Commissioner of Insurance (OCI), requests Proposals for the purchase of Expanding Access to Women’s Health Survey of Enrollees, and potentially surveying pharmacists and healthcare providers, and intends to use the results of this process to award a Contract to one (1) responsive, responsible Proposer. On September 20, 2024, OCI received $495,000 in Expanding Access to Women’s Health Grant Funds from the federal Department of Health and Human Services. These funds will: (1) allow OCI to hire a consultant to conduct a data survey to gain a better understanding of insurer’s compliance with PHS S. 2713 as it relates to contraceptive care requirements, (2) allow OCI to hire a consultant to conduct a direct-to-Enrollee survey, which may include providers and pharmacists in addition to Enrollees in order to understand those entities’ experiences accessing the healthcare preventative services, (3) fund the development of a public affairs media campaign to improve consumer awareness of their rights under the federal contraceptive mandate, and (4) hire a consultant to perform a review of insurance compliance with any enhanced regulatory activities OCI implements as a result of the data call and survey results. OCI does not guarantee it will purchase any specific quantity or dollar amount. Proposals that require a minimum amount of services be ordered will be rejected. There will be no guarantee to purchase any specific quantity or pay any minimum Contract cost during the term of the Contract. The budget for these services is estimated to range between $90,000 and $100,000. The State reserves the right to cancel this RFP for any reason prior to the issuance of the Notice of Intent to Award.
