    Description

    The Town of Mooresville, NC is soliciting proposals from qualified consulting firms to conduct a comprehensive assessment of the Town’s current land use/development plan review process and to recommend an aligned, efficient, customer-focused expedited review program. While the existing land development review process operates efficiently, the Town lacks the availability of an expedited process for developers who seek a quicker process than current Town staff levels provide.

    The Town seeks a consultant with demonstrated expertise in municipal development services operations, organizational analysis, process improvement, development review workflows, fee studies and customer service delivery models. The selected consultant will evaluate existing practices and policies, benchmark peer communities, engage stakeholders, and develop actionable recommendations to improve timelines, coordination, transparency and customer experience while maintaining compliance with applicable regulations and development standards.

    The consultant will also evaluate the need for and recommend the structure, responsibilities, operational framework, and funding model for a dedicated staff position intended to improve communication and coordination between applicants and Town staff throughout the review process.

    The Town reserves the right to interview shortlisted firms.

    Background

    The Town continues to experience significant residential and commercial growth and increasing development activity. As the volume of project submittals and project complexity increase, the Town seeks to offer an expedited development review process for an additional fee that allows for a more predictable, coordinated and customer-oriented experience.

    The Town desires to:

    • Assess current land development review procedures;
    • Identify operational inefficiencies, redundancies, bottlenecks, and inconsistencies;
    • Enhance customer communication;
    • Evaluate opportunities for expedited review processes;
    • Establish clear eligibility criteria and performance standards for expedited reviews;
    • Develop a recommended fee structure for expedited service that reflects actual service delivery costs;
    • Improve interdepartmental coordination and accountability;
    • Evaluate staffing and organizational needs associated with an expedited program; and
    • Evaluate the need for and define the role and implementation strategy for a dedicated staff position that is focused on improved communication and coordination for the review process.
