Digital files of the RFP documents and addenda must be downloaded at https://bsm.sfdpw.org/ContractAdmin/Login.aspx San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to award one grant for each Program Area to a fully established 501(c)(3) non-profit entity through the evaluation and selection process as described in the RFP. PROJECT DESCRIPTION: San Francisco Public Works seeks nonprofit(s) to support the planting and watering of 2,500 new street trees, in conjunction with operating and managing a workforce development program that supports career pathways in the field of urban forestry for low- and very-low-income residents This project is funded by a US Forest Service grant. These new street trees will be planted in under-canopied San Francisco neighborhoods. Proposer to this RFP is defined as a “Sub-award Grantee” of a federal grant with Public Works as the prime Grantee. As a Sub-award Grantee, Proposer is responsible for following the funding provisions laid out in the Federal Requirements and Compliance Guidance for federal awards that is published in the Code of Federal Regulations (CFR). Grant funds awarded to state, local, and tribal governments and nonprofit organizations are subject to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards contained in 2 CFR 200 and 2 CFR 400.   This Request for Proposals includes two program areas. Nonprofits can apply to one or both of the program areas. There will be one awardee per program area. Program Area A: Tree Planting and Workforce Development Program: Nonprofit will plant 2,500 street trees including site identification, basin creation (as necessary), planting services and young tree care while managing a workforce development program for 15 - 30 participants and doing the necessary community outreach. The Maximum Budget Request is $2,598,784 for a term of 24 months with a possible 12-month extension. Program Area B: Tree Watering and Workforce Development Program: Nonprofit will water the newly planted 2,500 street trees weekly for the first two years of establishment and monthly for the third year, while managing a workforce development program for 15 - 30 participants. The Maximum Budget Request is $3,405,733 for a term of 24 months with a possible 12-month extension.
