    City and County of San Francisco Human Services Agency (HSA) Funding Opportunity Request for Proposals (RFP) #1203 Kinship Services (Supportive Services for Relative Caregivers of Youth in the Child Welfare Systems) The San Francisco Human Services Agency (SFHSA) announces its intent to seek proposals from organizations interested in providing supportive services for relative caregiver families of children and youth who have been in the San Francisco Child Welfare Dependency System. The purpose for this program is to stabilize and support relative caregiver families caring for youth who have been in the San Francisco Child Welfare Dependency System. A significant number of children involved with Family Children Services (FCS) are cared for by relatives, both during their dependency and after court involvement ends. Research shows that children fare better when placed with relatives, making it essential to stabilize these families. Relative caregivers face unique challenges. Many assume responsibility for a child unexpectedly, often at a stage in life when they were not planning to become caregivers. Additionally, children entering relative care have often experienced significant trauma, which means caregivers must support them despite having limited understanding of how trauma affects a child’s mental health and behavior. Given these circumstances, relative caregiver families often need support in areas such as income and resource access, housing stability, substance abuse recovery, domestic violence intervention, stress management, and household safety. The primary target population for this Contract is legal guardians—both related and non-related—caring for at least one child who has been formally or currently involved in the child welfare system under the jurisdiction of San Francisco County.
