Request for Proposals (RFP) No. SFMTA-2025-75-LOC: Light Rail Vehicle Component Inspection Systems. The San Francisco Municipal Transportation Agency (SFMTA) is requesting proposals from qualified firms (Proposers) for the design, furnishing, installation, testing, and certification of two Light Rail Vehicle (LRV) component measuring systems: (1) Wheel Measuring System (WMS), and (2) Pantograph Measuring System (PMS). These systems will be installed at the MUNI Metro East (MME) Facility located at 601 25th Street in San Francisco, California. The SFMTA is seeking to enhance the safety, reliability, and efficiency of its LRV fleet. Maintenance of critical components such as wheels and pantographs currently require manual inspections that are time-consuming, costly, and subject to variability. The purpose and goal of this project is to obtain measuring systems that automate both wheel and pantograph inspection and support SFMTA’s LRV maintenance program as outlined in the Scope of Work (RFP Section II). The SFMTA may award a contract to the Proposer that meets the Minimum Qualifications (see RFP Section III) of this RFP and whose Proposal receives the highest-ranking score. Any Proposal that does not meet the Minimum Qualifications requirements will be deemed non-responsive. The SFMTA encourages Proposers to attend a Pre-Proposal Conference via Microsoft Teams on March 26, 2026, at 10:00 AM PT. Proposers may register for the Pre-Proposal Conference and submit questions following the instructions included in RFP Section VI.A. The SFMTA will address Proposers’ questions and will provide any new or additional information concerning the RFP or selection process at the Pre-Proposal Conference. The SFMTA has scheduled a project site visit to see the general site layout, facility, proposed location for the measuring systems, and the Light Rail Vehicle(s) for Proposers. Attendance at the site visit is VOLUNTARY. Proposers who wish to attend shall have their representative register and participate in site visit conducted by the SFMTA. The site visit will begin at 1:00 PM PT on March 26, 2026, after the Pre-Proposal Conference. Proposers and SFMTA staff will proceed to installation site: Muni Metro East (MME) Facility 601 25th Street San Francisco, CA 94107 (Meet at entrance gate/security booth located at the east end of 25th Street) The RFP and associated documents are attached to this Sourcing Event.
