    The Washington Suburban Sanitary Commission, MD ("WSSC"), is soliciting sealed responses for Fabrication of Industrial Control Panels/ Pump Control Panels (PCP). Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Thursday, July 16, 2026. Late responses will not be accepted.

    WSSC is seeking to establish a contract for the fabrication of standard pump control panels based on approved WSSC designs. WSSC has developed a standardized pump control panel configuration for wastewater pumping stations utilizing two (2) or three (3) constant-speed pumps to promote consistency across facilities.

    The purpose of this contract is to fabricate these standardized panels—along with any additional local control panels required by WSSC—to enhance operational reliability, reduce spare parts inventory, streamline maintenance activities, and simplify operator training through uniform design and functionality.

    Background

    WSSC operates seven (7) water and wastewater treatment plants and more than 180 remote facilities that include water and wastewater pumping stations. Control panels are required for local and automatic monitoring and control of processes and are essential for facilities operations.  WSSC has developed standardized pump control panel designs for wastewater pumping stations utilizing two (2) or three (3) constant-speed pumps.

    Submission Requirements

    • MINIMUM QUALIFICATIONS

      Each Bidder must meet and provide proof of the following qualifications in order to be considered for the Award:

    • Provide a minimum of five (5) years of experience in Industrial Control Panel Fabrication, including fabrication of motor control panels and/or pump control panels used in industrial, water, or wastewater applications. (required)

      Please submit a list of at least three (3) satisfactory references, including the following information:

      1. Name and address of customer.
      2. The name, title, telephone number, and e-mail of the customer contact.
      3. Industry of the customer
      4. Description of the work performed
      5. Contract title
      6. Contract dates (start and end dates)
      7. Price range (over or under $________)
        1.  These references must be for projects/jobs completed within the last five (5) years and are similar in scope to the work to be performed under this Contract.
        2. Each reference must include pictures and drawings of the fabricated panel, including enclosure Bill of Materials, external drawings, power and control wiring diagrams, enclosure elevations, and back panel layout
    • Provide at least one Engineer with a bachelor’s degree in engineering and at least three (3) years of industrial control panel review and design experience. (required)

      The documentation must demonstrate the proposed Engineer’s qualifications, which must include a resume, degree information, certifications, licenses, work history, or other supporting documentation showing the required education and experience. 

    • Provide at least one Control Technician with two (2) years of control panel review and wiring experience. (required)

      Submit documentation demonstrating the proposed Control Technician’s qualifications, which must include a resume, certifications, licenses, work history, or other supporting documentation showing the required experience. 

    • Bidder’s panel fabrication workshop location less than 150 miles from the border of the WSSC service area. (required)

      Provide the physical address of the Bidder’s panel fabrication workshop. The address provided should be the location where the panel fabrication work will be performed. WSSC will use the address provided to verify compliance with the location requirement.
