AB 662 creates a new opportunity for collaboration with higher education segments and the State, but also introduces complex financial, legal, governance and operational considerations that require independent evaluation to inform the Task Force’s deliberations, including analysis of potential fiscal impact for the City and other participating entities.To support the work of the Task Force, the City of Chula Vista seeks to retain an experienced and independent Financial Advisor to provide objective financial analysis, fiscal evaluation, and strategic advisory services in direct support of the Task Force’s work.The Financial Advisor will work in close collaboration with the lead facilitator to the Task Force and will serve as a technical financial resource to the Task Force, assisting in evaluating financial feasibility, funding structures, participation scenarios, and fiscal impacts associated with potential University Innovation District or intersegmental higher education facility concepts.While the City of Chula Vista will serve as the contracting and administrative entity, the Financial Advisor’s work product is intended to inform and support the Task Force’s work, promote transparency, and enable informed decision making by all Task Force participants.The Financial Advisor shall not advocate for, or represent the interests of, any individual participating entity and all services provided are intended to support the deliberative and evaluative work of the South County Higher Education Task Force and do not constitute recommendations, commitments, or obligations by the City of Chula Vista or any participating entity.Specific objectives include:• Evaluating financial models and participation options presented through the Task Force process.• Identifying potential City or other participating entity financial obligations, risks, and long-term revenue implications associated with Task Force proposals.• Providing independent analysis and fiscal due diligence to inform Task Force deliberations and participating agency decision making.• Advising on financial implications of funding mechanisms, partnership structures, and potential governance approaches proposed through the Task Force.• Developing materials and briefings that enable Task Force participants to participate effectively in Task Force and stakeholder meetings.
