SJCUD requires a Consultant to provide financial and management consulting services and related services to supplement and support the needs to SJCUD. The exact nature and magnitude of the services to be performed shall be defined at the time that work is awarded by Task Order. The services to be performed by the Consultant shall include, but not limited to, the following: 1. Design and implementation of user charges, for capacity development charges, and other services fees for water, reclaimed water, and wastewater; 2. Develop of a long-range financial plan and model to forecast rates and expenses incorporating capital, revenue planning, rate adjustments and other variables; 3. Financial reports and analysis associated with various forms of debt financing; 4. Development of financial models for utility purchases, capital financing, asset management, etc.; 5. Development of financial management structures, policies and processes within the utility department.
