Santa Fe AvenueThird FloorVernon, California90058 County: Los Angeles Other Details: The City of Vernon is seeking the services of a highly qualified firm to conduct a comprehensive financial and technical review of SCE’s transmission rate requirements and wholesale rate requirements, including but not limited to, service path, load ratio, plant costs, cost allocations,and other related components that impact charges to VPU. The selected firm shall perform the following services:• Review revenue requirements for transmission segment/SCE Wholesale Distribution Charge (WDC) to VPU:o Detailed review of operating expenses, depreciation, rate base allocation, rate of return, taxes, other related expenses, substation and any related plant investment.o Review of rate base calculations, including substation plant investment and depreciation rates.• Review Service Path, VPU’s load ratio share and Substation Costs allocated to VPU by SCE:o Review service path which identifies facilities to provide distribution service to VPU.o Review the current load ratio share of the substation and issues driving increased cost allocation.o Review historical and forecasted load ratio share of the substation.o Determine the portion of the substation used and useful by VPU versus SCE and other customers.o Technical review of substation arrangement, equipment and design to determine portions of substation and equipment used and useful by VPU versus SCE or other customers.• Provide a reasonable estimate of time and expenses related to any FERC filing by SCE related to changed rates.• Provide VPU with a Final Report, including a detailed analysis of SCE’s proposed Transmission Rate, Revenue Requirements, and Cost Allocation. The Final Report should also include the identification ofother issues and recommendations. The Financial Model used in the analysis of SCE’s proposed Transmission Rate and Revenue Requirements will be provided to VPU, with training provided by theselected firm.
