    Evaluation Criteria

    • Qualifications and Experience of Firm and Staff (40 pts)

      The Offeror must:

      • Identify the project team, titles, and roles
      • Provide an org chart showing reporting lines (Vendor, subs, and key personnel)
      • Submit 2-page resumes for key personnel including their qualifications, registrations, relevant experience
      • Provide detailed resumes for PM + substitute PM 
      • Provide similar project experience within the past three (3) years with required reference info (client/services, assigned staff, client PM contact)
      • List previous/current City work with project dates and contract amounts
    • Project Approach (34 pts)

      The Offeror must:

      • Describe the approach used on similar projects and how they’ll interface with the City through the PM
      • Provide a clear project plan with key activities, deadlines, and deliverables
    • Cost Analysis (15 pts)

      Each offeror shall submit a completed copy of the cost analysis with information regarding the fee for the particular project. 

    • Business Enterprise Outreach and Utilization (11 pts)

      If subconsultants or subcontractors are part of the team, describe the specific scope of work for each firm’s services and specifically in which types of projects the subconsultants or subcontractors will participate. Offerors must also indicate if the company is a City of St. Petersburg SBE, MBE, WBE, combination; and describe how the company plans to utilize the various business enterprise programs in the company’s fulfilment of the contract. The Subcontractor Utilization Plan is provided.
