Fire Alarm Annual Testing and Monitoring

The College is seeking a qualified contractor to provide comprehensive Fire Alarm services throughout the campus including 24 hour, 365 day a year monitoring, Annual alarm testing and inspection, and Emergency and Non-Emergency repair services.

Mt. SAC is a single-campus California community college district that currently serves over 50,000 full-time equivalent credit and noncredit students. Mt. San Antonio College (Mt. SAC) maintains a strong commitment to providing a safe, reliable, and accessible environment in support of its academic, athletic, and student programs.  The college is now seeking to establish a comprehensive five-year agreement for comprehensive fire alarm services. This contract will support enhanced planning, budget stability, and improved operational efficiency across the campus.

Evaluation Criteria

• Experience (20 pts) —

  Contractor has provided evidence of experience on three projects of similar scope within the last five years. Preference to be given for experience in Community Colleges, Universities, and K-12 schools

• Licensing and Certification (20 pts) —
  • Contractor shall provided proof of proper licensing and certification to include C-10 State Contractor License
  • Listed all projects that are specific to inspecting, testing, maintaining, and repairing Edwards EST3 and EST4 fire alarm systems within the past 5 years referencing the project manager contact information. 
  • Contractor provided proof that personnel performing work on the system has been factory-trained by Edwards or possess equivalent manufacturer-recognized certifications.
• Understanding of Mt. SAC Campus (20 pts) —

  Contractor will demonstrate their understanding of the Mt. SAC campus environment and its fire alarm systems, including the complexity of a large, occupied higher education campus, familiarity with campus-wide fire alarm infrastructure, and the ability to effectively perform inspection, testing, maintenance, and reporting services with minimal disruption to District operations.

• Pricing (25 pts) —

  Compressive pricing covering the entire Scope of Work for the entire 5-Year period

• Local Representation (15 pts) —
  • Proximity of local office and support staff.
  • Availability and experience of dedicated account representatives.
  • Demonstrated ability to provide timely and responsive service.
  • Capacity to provide on-site support and training.

• Certifications (required) —

  Please upload any certifications for your personnel that will be performing services.  Either factory-trained by Edwards or possess equivalent manufacturer-recognized certifications.

  Demonstrate your ability to provide local representation and support services to the District. Consideration will be given to the Proposer's local office presence, availability of dedicated account management personnel, responsiveness to service requests, and ability to provide on-site support when needed.

  Proposers should include the following information:

  1. Location(s) of offices servicing the District, including distance from the District.
  2. Name, title, and qualifications of the primary account representative assigned to the District.
  3. Description of local support resources available to the District, including service personnel and response times.
  4. Ability to attend meetings, training sessions, special events, or service calls on-site.
• Non-Collusion Declaration (required) —

  The undersigned declares, states and certifies that:

• Drug Free Certificate (required) —

  I am aware of the provisions and requirements of California Government Code §§8350 et seq., the Drug Free Workplace Act of 1990.

  I am authorized to certify, and do certify, on behalf of Contractor that a drug free workplace will be provided by Contractor by doing all of the following:

  1. Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensation, possession or use of a controlled substance is prohibited in Contractor's workplace and specifying actions which will be taken against employees for violation of the prohibition;
  2. Establishing a drug-free awareness program to inform employees about all of the following:
  1. The dangers of drug abuse in the workplace;
  2. Contractor's policy of maintaining a drug-free workplace;
  3. The availability of drug counseling, rehabilitation and employee-assistance programs; and
  4. The penalties that may be imposed upon employees for drug abuse violations;
  3. Requiring that each employee engaged in the performance of the Contract be given a copy of the statement required by subdivision (A), above, and that as a condition of employment by Contractor in connection with the Work of the Contract, the employee agrees to abide by the terms of the statement.
  4. Contractor agrees to fulfill and discharge all of Contractor's obligations under the terms and requirements of California Government Code §8355 by, inter alia, publishing a statement notifying employees concerning: (a) the prohibition of any controlled substance in the workplace, (b) establishing a drug-free awareness program, and (c) requiring that each employee engaged in the performance of the Work of the Contract be given a copy of the statement required by California Government Code §8355(a) and requiring that the employee agree to abide by the terms of that statement.

   

  Contractor and I understand that if the District determines that Contractor has either: (a) made a false certification herein, or (b) violated this certification by failing to carry out and to implement the requirements of California Government Code §§8355, the Contract awarded herein is subject to termination, suspension of payments, or both. Contractor and I further understand that, should Contractor violate the terms of the Drug-Free Workplace Act of 1990, Contractor may be subject to debarment in accordance with the provisions of California Government Code §§8350, et seq.

   

  Contractor and I are aware of the provisions of California Government Code §§8350, et seq. and hereby certify that Contractor and I will adhere to, fulfill, satisfy and discharge all provisions of and obligations under the Drug-Free Workplace Act of 1990.
