    Description

    The purpose of the Invitation To Negotiate (ITN) is for the Testing, Inspecting and Certification, Maintenance and Repair Services for the Fire Alarm Systems at the Orlando International Airport. This ITN will encompass the fire alarm systems in Terminals A, B, & C, Airsides 1-4 and Terminal C Landside and Airside, Train Station, and Greater Orlando Aviation Authority (GOAA) Supported Out Buildings. Other supported systems are a Central Station including an AES MESH system (2ea 7705ii receivers and 2ea IP Links) and Security Information Systems Automation Software that monitors ninety-five (95) MESH accounts. There is also a Redundant EST FireWorks with five (5) clients.

    This Solicitation will result in a 3-year Contract with two 1-year renewal options to commence on or about January 4, 2027. The awarded Contractor must be licensed to do business in the State of Florida and perform under the laws of the State of Florida.

Failure to comply will lead to termination of resulting contract, or if a subcontractor knowingly violates the statute, the subcontract must be terminated immediately. Any challenge to termination under this provision must be filed in the Circuit Court of Orange County, Florida no later than 20 calendar days after the date of termination. If the resulting contract is terminated for a violation of the statute by the Contractor, the Contractor may not be awarded a public contract for a period of 1 year after the date of termination.

    • Respondent's Safety, Training, and Quality Assurance Program (required)

      The Safety, Training and Quality Assurance Program shall include, but not be limited to, an outline of the training and the type and number of hours of estimated training for each type of personnel, a list of training materials to be provided and how the Respondent will ensure the completeness of the subject matter, and the method through which the training will be provided.
      The Safety, Training and Quality Assurance Program must include the following:
      •    Detail how the inspections, evaluations and monitoring of operations, equipment and processes in working areas will be conducted.
      •    Ensure all performed services meet the established standard of quality service and performance.
      •    Identify training needs and organize training to meet quality standards.
      •    Ensure compliance with government safety regulations, Aviation Authority safety procedures and industry standards.
      •    A sample of written reports to include but not limited to; staffing reports, operational reports, quantitative reports, incident reports during each shift.

      Describe in detail the transition plan process to be followed to implement the Fire Alarm System services to be provided.  

      This plan must include time frames and information that would be required for such services to be fully operational and include a sample timeline (with an explanation of how this timeline would be used in the transition process).

      Include the time period needed for hiring and training employees, planned interface with the Aviation Authority, the processing of ID badges, uniforms, and site tours, etc.

      Describe your overall approach to operating, supporting, maintaining, monitoring, and continuously improving Fire Alarm System support.

      Explain how you will achieve availability, response, accuracy, maintenance, reporting, and documentation requirements. Include any lessons learned involving SLA compliance.
