The Village is an Illinois home rule municipality located in the Chicago Metropolitan Area, approximately 26 miles northwest of downtown Chicago. The Village was incorporated in 1956, but the heritage of Schaumburg dates to the mid-nineteenth century. Settlers from New England originally occupied what is now Schaumburg in the 1830’s; however, it eventually became populated mostly by immigrants of German descent until the early 1930’s.
The area of the Village is 19 square miles and holds a population of approximately 75,000. As the largest center of economic development in the State of Illinois outside the City of Chicago, the Village hosts a daytime population of 150,000. Alongside a thriving regional commercial and office center surrounding the Woodfield Mall that includes many employment opportunities, the Village houses three (3) major industrial parks, while also being a home to many residential neighborhoods with diverse housing choices.
The Village is populated with over 12,000 single-family homes and 2,690 multi-family units. According to the 2020 U.S. Census, the median home value in the Village is $265,000, with 66% of residents owning their own homes. There are also several senior housing developments that provide a mix of services and housing options.

Please have the Proposer Name, Contract Title ("Fire Department Strategic Plan"), and Contract Number ("2026-RFP-025") listed clearly on the outside of the envelope.
The successful Proposer shall furnish as performance security a Performance Bond and a Labor and Material Payment Bond acceptable to the Village prior to the start of any work. Each of the bonds shall be in the sum of 100% of the contract amount. The performance bond shall: 1) serve as security for faithful performance of the work; and 2) guarantee the work against defective workmanship and material for a period of not less than one (1) year following acceptance of the work. The Labor and Material Bond shall serve as security that all wages are paid and materials provided for the work are paid by the successful Proposer. For contract awards that are less than $100,000.00, a Letter of Credit, in a form suitable to the Village, may be submitted as performance security, instead of a Performance Bond and a Labor and Material Payment Bond.
By submitting a response to this solicitation, the authorized person(s), confirms having examined the specifications and all conditions affecting the specified project, offer to furnish all services, labor, and incidentals specified for the price as provided with their response.
The Proposer certifies that they are not barred from bidding on this contract as a result of a conviction for the violation of state laws prohibiting bid rigging or bid rotating, (720ILCS 5/33E-1, et seq.) and is not delinquent in any taxes to the Illinois Department of Revenue. It is understood that the Village reserves the right to reject any and all Proposals and to waive any irregularities and that the prices contained herein will remain valid for a period of not less than sixty (60) days.

The Proposer hereby agrees to protect, defend, indemnify, and save harmless the Village against loss, damage, or expense from any suit, claim, demand, judgment, cause of action, or shortage initiated by any person whatsoever, arising or alleged to have arisen out of work described herein, except that in no instance shall the Proposer be held responsible for any liability, claim, demand, or cause of action attributable solely to the negligence of the Village.
By submitting a response to this solicitation, the Proposer hereby certifies that the item(s) proposed is/are in accordance with the specifications as noted and that the prices quoted are not subject to change; and that on behalf of the organization, is not barred by law from submitting a Proposal to the Village for the project contemplated herein because of a conviction for prior violations of either Illinois Compiled Statutes, 720 ILCS 5/33E-3 (Proposal Rigging) or 720 ILCS 5/33-4 (Proposal Rotating).
