    Description

    Metro Regional Transit Authority (Metro RTA) is soliciting proposals for transit scheduling, optimization, training, and technical support services for METRO’s fixed route network. This Request for Proposals (RFP) is intended to support both near-term scheduling improvement initiatives and long-term operational needs for Metro RTA’s fixed-route bus system, which is managed using the GIRO HASTUS scheduling platform.

    The selected contractor will provide expertise in runtime and layover analysis, cycle time analysis, timetabling, vehicle blocking, crew scheduling, and runcutting, with the capability to deliver complete schedules and run cuts when required. Services may also include ad hoc technical assistance, HASTUS system administration support, and staff training to improve service reliability, on-time performance, and overall scheduling efficiency, while supporting operator work-life balance.

    Metro RTA anticipates awarding a three-year professional services contract with two (2) one-year renewal options, structured with task-based authorizations and utilizing a combination of fixed-price and time-and-expense work orders. Proposals will be evaluated based on technical approach, relevant experience, staff qualifications, training and knowledge transfer capabilities, cost, and overall value.
