Zone 7 Water Agency provides regional flood protection services for the Livermore-Amador Valley. The Agency is responsible for planning, designing, constructing, and maintaining the flood control infrastructure to reduce flood risk, protect public safety, and ensure reliable flood protection. To support these efforts, the Agency is advancing key initiatives including a comprehensive Flood Management Plan (by others), a Flood Asset Management Program (by others), and evaluation and development of a Low Impact Development (LID) program strategy.
To support these and related efforts, Zone 7 is seeking highly experienced flood management consulting services, including strategic, technical and programmatic oversight to provide guidance and assistance to the Zone 7 Flood Protection Engineering and Executive Management teams, including flood risk management initiatives, navigating regulatory requirements, and enhancing long-term system resilience.
This is a Master Agreement for a three-year term. Tasks 1 and 2 will be authorized and directed by Zone 7 upon contract execution, while Task 3 services will be provided on an as-needed basis in response to emerging priorities and Agency requests. Zone 7 makes no guarantee as to the actual volume of services requested for Task 3.
General response to this RFP; adherence to submittal formatting and content requirements; understanding of Zone 7 project requirements, goals, and objectives.
Technical experience in performing work of closely similar nature; qualifications of key personnel; key personnel’s level of involvement in performing related work; adequacy of labor commitment; concurrence in the restrictions on changes in key personnel; experience working with water supply, flood control or other public agencies; record of completing work on schedule; strength and stability of the firm; technical experience and strength and stability of proposed subcontractors.
Experience overseeing successful implementation of projects of similar scope, size, and complexity; experience working with California water supply, flood control agencies and/or municipalities; record of completing work on schedule. Experience with public agencies will be prioritized over private companies.
Demonstrated understanding of the project requirements; comments and/or suggestions on scope and project approach as outlined in the scope of work; proposed project schedule and deliverables.
Assessments by client references. Experience with public agencies will be prioritized over private companies.
