    Description

    City of Forest Park, Georgia is requesting quotations from qualified firms to provide professional cemetery maintenance services. The selected contractor shall be responsible for maintaining the cemetery grounds in a clean, safe, respectful, and well-kept condition at all times.

    The contractor shall provide all labor, supervision, equipment, tools, materials, transportation, and supplies necessary to perform routine and seasonal cemetery maintenance services.

    Background

    Located nine miles south of Atlanta and five miles directly east of Hartsfield-Jackson Atlanta International Airport, Forest Park is the largest city in Clayton County and centrally located in the northern part of the County.  It is bordered on the west by I-75, to the north by the Mountain View/Conley areas and I-285, and to the southeast by Lake City and Morrow.  Jonesboro, the county seat, is located directly south from Forest Park.     Evaluation Criteria

    • Forest Park Cemetery Maintenance

      Ground Maintenance: Weekly

      The contractor shall maintain all cemetery grounds, including burial areas, walkways, roadsides, open spaces, fence lines, and landscaped areas. Work shall include:

      • Mowing grass per contract schedule during the growing season (April to September)
      • Trimming and edging around trees, fences, signs, curbs, and walkways
      • Removing weeds from flower beds, fence lines, and paved areas
      • Blowing grass clippings and debris from headstones, markers, walkways, roads, and paved surfaces
      • Maintaining a neat and uniform appearance throughout the cemetery grounds

       

      Grave Marker and Headstone Care: Biweekly

      The contractor shall perform maintenance around grave markers and headstones in a respectful manner and use care when operating equipment near headstones, monuments, markers, and other cemetery structures to prevent damage. The contractor shall:

      • Trim carefully around all headstones, markers and monuments
      • Remove grass, weeds, and debris from around grave markers
      • Avoid striking or damaging headstones, markers, vases, decorations, or monuments
      • Immediately report any damage, loose, sunken, or unsafe markers to the City or designated representative
      • The contractor shall not move, repair, reset, or alter any headstone, marker, monument, or grave decoration unless specifically authorized in writing

      Debris, Trash, and Litter Removal: Weekly

      The contractor shall remove trash, litter, limbs, leaves, dead flowers, broken containers, and other debris from cemetery grounds. All debris shall be disposed of properly and in accordance with applicable laws and regulations. Work shall include:

      • Emptying trash receptacles, if applicable
      • Removing fallen branches and natural debris
      • Collecting and disposing of litter from cemetery grounds
      • Removing debris after mowing, trimming, storms, or special event

       

      Tree, Shrub, and Landscape Maintenance: Biweekly

      The contractor shall provide basic landscape maintenance to preserve the appearance and safety of the cemetery. Work shall include:

      • Trimming shrubs and ornamental plants as needed
      • Removing weeds from landscaped areas
      • Pruning low-hanging limbs that interfere with mowing, walking paths, or visibility
      • Reporting of dead, diseased, or hazardous trees to the City for removal
      • Major tree removal, stump grinding, or large-scale pruning shall not be performed unless separately authorized

       

      Seasonal Maintenance:

      The contractor shall coordinate with the City or designated representative regarding any special maintenance needs before Memorial Day, Veterans Day, funerals, public ceremonies, or other events. The contractor shall provide seasonal maintenance as needed, including:

      • Leaf removal during the fall season
      • Storm debris cleanup after severe weather
      • Additional mowing or trimming during peak growing periods
      • Preparation of cemetery grounds before holidays, ceremonies, or special events as requested

      Roads, Walkways, and Access Areas:

      The contractor shall keep cemetery roads, entrances, walkways, and access areas free from grass clippings, trash, limbs, and debris. The contractor shall report any unsafe conditions, including potholes, damaged walkways, drainage issues, fallen limbs, or blocked access areas.

       

      Protection of Cemetery Property:

      The contractor shall be responsible for protecting cemetery property while performing work. The contractor shall:

      • Operate all equipment safely and responsibly
      • Avoid damage to gravesites, markers, monuments, fencing, signage, irrigation systems, landscaping, and other property
      • Immediately report any damage caused by the contractor or observed during service
      • Repair or reimburse the City for any damage caused by the contractor, its employees, subcontractors, or equipment

      Work Schedule:

      The contractor shall perform services on a routine schedule approved by the City or designated representative.

      Maintenance shall be performed weekly and bi-weekly per the contractual agreement to ensure the cemetery remains clean, orderly, and presentable. During peak growing season (April to September), the required mowing and trimming will apply. The contractor shall not perform work during funeral services, ceremonies, or other scheduled events unless authorized.

      Standards of Performance:

      All work shall be performed in a professional, respectful, and workman like manner. The cemetery shall be maintained to reflect the dignity of the individuals interred and the families who visit. The City reserves the right to require corrective action if work is incomplete, unsatisfactory, or not performed in accordance with this Scope of Work. The contractor shall:

      • Provide trained personnel capable of performing cemetery maintenance work
      • Provide and maintain all equipment necessary to complete the work
      • Comply with all applicable federal, state, and local laws, ordinances, and safety requirements
      • Maintain proper insurance, licenses, and certifications as required
      • Ensure employees conduct themselves respectfully while on cemetery grounds
      • Coordinate with the City regarding service schedules, concerns, and special requests

      Reporting Requirements:

      The contractor shall notify the City or designated representative of any issues observed during maintenance, including but not limited to:

      • Damaged or unstable headstones or markers
      • Vandalism
      • Sinkholes or sunken gravesites
      • Drainage or erosion issues
      • Fallen trees or limbs
      • Damaged fences, gates, roads, signs, or walkways
      • Safety hazards or maintenance concerns

      Reports shall be submitted promptly by phone, email, or written notice as directed by the City.

      Exclusions:

      Unless specifically included by written agreement, the following services are excluded from this Scope of Work:

      • Opening and closing graves
      • Funeral setup or burial services
      • Headstone repair, resetting, or restoration
      • Major tree removal
      • Irrigation installation or major repairs
      • Road paving or structural repairs
      • Installation of new fencing, signage, or monuments
