The City Council consists of the Mayor and six council members elected from the city at large. The Council acts as the local contract review board for the City. The City operates under a Council-Manager form of government.
As the closest city in Linn County to the Cascade Mountains and Willamette National Forest, the City receives thousands of summer tourists for local attractions including recreational boating and fishing on the South Santiam River, Foster Lake, and Green Peter Lake as well as camping and hiking in the National Forest. The City is also a frequent stop for fuel and supplies for travelers between the Willamette Valley and central Oregon.
The City moved to its current City Hall location in 2019. The former location has been utilized for various purposes since then but is currently vacant.
This RFP will be placed "On Hold" while a hazardous materials survey is conducted. An updated timeline will follow.

Each Proposer shall provide the following in an upload to this section (no more than 15 pages, minimum 12 point font):
The subcontractor disclosure form is required within two (2) hours of Bid Closing. Proposers who fail to disclose within this period will be automatically disqualified. Subcontractors will be publicly visible after Bid Closing.
If the Proposer chooses to provide the disclosure form after Bid Closing, it must be sent electronically to cpretty@sweethomeor.gov prior to the deadline.
Proposer shall submit a cost proposal listing standard professional hourly rates, cost estimate by deliverable task(s) for the Scope of Work outlined above, and a not-to-exceed estimate for reimbursable expenses (including method for charging). Please note the final Scope of Work and compensation will be negotiated with the selected Proposer.
The City will waive all City fees; please do not include these in your cost estimate, but be sure to include fees from other entities (if applicable) such as utility providers, Linn County or the State of Oregon.
The undersigned hereby proposes and, if selected, agrees to furnish all services in accordance with the Request for Proposal, and Addenda, for the prices enclosed.
Proposer attests that they have carefully examined all sections of this Request for Proposals and agrees to comply with the terms set forth in those documents and to furnish the services described at the rates or sum bid.
Proposer further agrees that this offer will remain in effect at the rates or sum bid for a period of not less than 180 calendar days from the date that bids are due and that this offer may not be withdrawn or modified during that time unless otherwise agreed upon by the City.
Bid security by submission of a 10% Bid Bond is required for this proposal. The FULLY EXECUTED Bond, fully underwritten by the surety company, shall be scanned and uploaded here before 5:00 pm on Thursday, April 2, 2026.

The Proposer acknowledges that failure to attend the pre-proposal meeting as listed in the solicitation timeline will render them ineligible for award and their submission will be considered non-responsive.

The Proposer and each person signing on behalf of the Proposer certifies, and in the case of a sole proprietorship, partnership, or corporation, each party thereto certifies as to its own organization, under penalty of perjury, that to the best of their knowledge and belief, no member of the City Council, officer, employee, or person, whose salary is payable in whole or in part by the City, has a direct or indirect financial interest in the award of this Proposal, or in the services to which this Proposal relates, or in any of the profits, real or potential, thereof, except as noted otherwise herein. The undersigned hereby submits this Proposal to furnish all work, services systems, materials, and labor as indicated herein and agrees to be bound by the following documents: Request for Proposal, Professional Services Agreement, and associated inclusions and references, specifications, Proposal Form, Proposer response, mutually agreed clarifications, appropriately priced change orders, exceptions which are acceptable to the City, and all other Proposer submittals.
