The Washoe County Human Services Agency (the “County”) strives to have a strong, safe, and thriving community that empowers its residents to reach their highest potential, maintain their health and well-being, and live with independence and dignity. Community engagement and partnerships are critical to the success of our efforts. As such, HSA is seeking licensed foster care providers (individuals or organizations, hereafter referred to as “Provider” or “Contractor”) to provide Emergency Foster Care (EFC) within the community that is home/family based in an effort to promote family-oriented placements. The EFC services shall be provided in an in-home setting, at a residence within the community to children between the ages of 0-18, sibling groups, and pregnant or parenting teen mothers with infants. Funds awarded may be used to cover operating and staffing expenses; however, funding may not be used to purchase, rehabilitate, or otherwise complete capital improvements to a property. Congregate/institutional settings will not be considered for this funding. Although respondents proposing to accept only one or two children for placement will be considered, first preference will be given to respondents capable of accepting three or more children at a time. Providers who respond, will be vetted and, if approved placed on a “provider list” to be contracted as needed to operate Emergency Foster Care services in a family style home setting within the community on an as needed basis. Responding to this Open Enrollment does not guarantee a contract will be offered. The County anticipates contracts that are executed will be established for a one (1) year period from April 1, 2022 through March 31, 2023 with the option to renew for four (4) one (1) year periods.
