    Description

    The Department of Transportation requests services through a Freeway Service Team (FST) provider who will mitigate traffic incident impacts in assigned construction areas. This will be accomplished by the awarded provider utilizing their FST patrol vehicle(s), to continuously patrol the assigned area and expediting the relocation of disabled and crashed vehicles, from the interstate highway zones during designated hours. This continuous patrol facilitates a much quicker response time to non-recurring traffic incidents such as breakdowns and traffic crashes, thus reducing the total time needed to clear the incident from the highway and restore normal traffic flow. FST services may also be utilized during periods of inclement weather, planned special events, or other freeway emergencies. The overall goal of the service is to improve safety by reducing crashes, traffic delays and congestion. The FST will NOT provide towing services to convey a disabled vehicle to an automotive service facility, place of residence, or other location beyond the immediate vicinity or designated drop-off locations of the highways or freeways. These services enhance the safety and efficiency of subsequent operations by private towing service providers that convey vehicles from designated drop-off locations. This procurement will have multiple routes with durations between one and seven years. The bid will be awarded per Route number as listed in Attachment B, Bid Price Sheet. WisDOT intends to award on Contractor per Route.
