    Description

    The work in general consists of site preparation, demolition, grading, and construction of parking lots, maintenance roads, pathways, drainage and utility improvements; installation of concrete flatwork, curbs, seat walls, stamped concrete, fencing, gates, and a culvert bridge; construction of play areas with fall surfacing, sports courts including basketball and pickleball, site furnishings, signage, and solar lighting; landscape planting, turf, irrigation, and a design-build irrigation well; hydroseeding; and related appurtenant work at Friendship Park. Other such items or details not mentioned above that are required by the standard specifications or these special provisions shall be performed, placed, constructed, or installed.

    The estimated cost of the project is $4,488,500.00   

    Complete the work, excluding plant establishment work, within 200 working days.

    Complete the work, including plant establishment work, within 290 working days.

    Complete the plant establishment work within 90 working days.

    A voluntary pre-bid meeting and site walk will be held at 10:00 a.m. on Monday, March 9, 2026, at the north parking lot on Alicia Avenue of the project site .

     

    If contractor proposes an alternate to specified material or furnishings, an ‘or equal’ substitution must be pre-approved prior to submittal of bid.

    Each bid shall be accompanied by a certified cashier’s check, or bid bond, in the amount of 10 percent of the total bid price, payable to Yuba County Department of Public Works, as a guarantee that the bidder, if its bid is accepted, will promptly execute the Agreement. The bidder shall guarantee the total bid price for a period of 60 days from the date of the bid opening.

    The County reserves the right after opening the bids to reject any or all bids, to waive any informality in a bid or bid submittal, and to award to the lowest responsive, responsible bidder, as it may best serve the interests of the County.

    Bids are required for the entire work described herein.

    Evaluation Criteria

    • In-Person Bid Opening
      Bids will be received at the Yuba County Clerk/Recorder Office, 915 8th Street, Suite 107, Marysville, CA 95901, until  2:00 p.m. on Tuesday, March 31, 2026 at which time they will be publicly opened and read aloud. The envelope enclosing the bid submittal shall be clearly marked "Bid For..." followed by the title of this project and the date and hour for opening of bids. Bids shall not be accepted after said date and time.
    • Successful Bidder - Contract Execution

      The contract shall be executed by the successful bidder and shall be returned, together with the Payment Bond, Performance Bond and Certificate(s) of Insurance to the County so that it is received within 8 working days after the bidder has received the contract for execution. Failure to do so shall be just cause for forfeiture of the proposal guaranty.
