    Description

    The City of Tucson Police Department (TPD) Air Support Unit (ASU) seeks to establish a contract with a qualified vendor to provide bulk delivery of Jet-A turbine aviation fuel for use in departmental aircraft. Fuel shall be delivered directly into the Air Support Unit’s on-site fuel storage device located at the ASU hangar.

    The intent of this contract is to ensure a reliable, timely, and safe supply of aviation-grade Jet-A fuel to support continuous law enforcement aviation operations.

    Evaluation Criteria

    • Price (35 pts)

      Offerors shall submit a price proposal for the supply and delivery of Jet-A aviation turbine fuel to the Tucson Police Department Air Support Unit.

      Pricing Structure

      Offerors shall provide the following pricing information:

      1. Fuel Price Basis

        • The Tucson metropolitan area Jet-A wholesale bulk fuel price, defined as the vendor’s actual acquisition cost prior to the application of any markups, fees, or surcharges.

      2. Vendor Differential

        • Provide the proposed per-gallon markup, expressed as a fixed amount or percentage, above the Tucson metropolitan area Jet-A wholesale bulk fuel price (vendor’s acquisition cost), to be charged to and paid by the City of Tucson.

        • The differential price shall be the final markup price, which includes all costs associated with delivery, transportation, handling, and administrative expenses.

      3. Delivery Charges

        • Identify any additional delivery fees associated with each fuel delivery.

        • If no additional delivery fee is required, indicate that delivery is included in the differential price.

      4. Minimum Delivery Quantities

        • Identify any minimum delivery quantities required.

      5. Estimated Annual Volume

        • Pricing should assume an estimated annual consumption of approximately 50,000 gallons, delivered in increments sufficient to refill the 1,000-gallon tank approximately once a week.

       

       

    • Method of Approach (35 pts)

      Offerors shall provide their approach to providing reliable bulk Jet-A aviation fuel delivery services to the Tucson Police Department Air Support Unit.

      1. Provide Details on your Delivery Operations

      2. Provide details on the procedures used to receive, schedule, and fulfill fuel delivery requests initiated by Air Support Unit personnel via telephone. Include details on your ability to complete deliveries within three (3) business days and no later than seven (7) calendar days following a request for service.

      3. Describe how delivery and scheduling will be coordinated with Air Support Unit personnel to ensure deliveries occur during normal business hours (Monday–Friday, 0700–1700 hours) unless otherwise approved. Include procedures for accommodating after-hours deliveries, including the ability to provide a minimum of twenty-four (24) hours advance notification to the City prior to delivery.

      4. Describe the equipment and delivery vehicles that will be utilized to transport and dispense Jet-A fuel. Provide details on how your vehicles are properly equipped, certified for aviation fuel transport, and capable of safely delivering fuel into a 1,000-gallon aviation fuel storage trailer located at the ASU hangar.

      5. Describe procedures used to ensure the fuel delivered meets ASTM D1655 specifications for Jet-A aviation turbine fuel, including quality control measures, filtration, contamination prevention, and fuel sampling procedures.

      6. Describe in detail your safety practices and procedures for aviation fuel transport and delivery, including:

      • Spill prevention procedures

      • Emergency response protocols

      • Environmental compliance

      • Personnel training for aviation fuel handling

      7. Provide details on your operational capacity and contingency planning to ensure consistent fuel availability and timely delivery throughout the contract term.

      8. Provide details on the report for Bulk Wholesale cost when requested.

    • Qualifications and Experience (30 pts)

      Offerors must demonstrate the experience, qualifications, and operational capability necessary to safely and reliably provide bulk aviation Jet-A fuel delivery services.

      At a minimum, Offerors shall provide the following information:

      Company Experience

      Provide a description of the Offeror’s experience in the transportation and delivery of aviation turbine fuel (Jet-A). Offerors should include the number of years the company has been engaged in aviation fuel supply and delivery services.

      Relevant Aviation Fuel Delivery Experience

      Provide at least two examples of current or recent contracts for the delivery of Jet-A aviation fuel to some of the following entities:

      • Government agencies

      • Airports

      • Aviation operators

      • Law enforcement aviation units

      • Commercial aviation operations

       

      Personnel Qualifications

      Describe the qualifications and training of personnel responsible for aviation fuel transport and delivery, including:

      • Hazardous materials training

      • Fuel handling certifications

      • Safety training related to aviation fuel delivery

      Equipment and Infrastructure

      Provide a description of the Offeror’s fuel storage, transportation equipment, and delivery infrastructure, including:

      • Number and type of fuel delivery trucks

      • Filtration systems

      • Safety equipment

      • Fuel quality assurance procedures

      Licensing and Compliance

      Offerors must demonstrate compliance with all applicable federal, state, and local regulations governing the transport and delivery of aviation fuel.

      This may include, but is not limited to:

      • Hazardous Materials Transportation compliance

      • Department of Transportation regulations

      • Environmental and safety regulations
