The Town of Cave Creek (TOWN) is requesting bids to replace approximately 1,600 water meters ranging in size from 3/4 to 1-inch throughout the Town’s water system (see Attachment D). The Town has already pre-purchased Neptune water meters for the project. In addition to replacing the old meters, the project will update the Town to an Advanced Metering Instructure (AMI) system. The Town has already installed five data collector sites that will gather data from an estimated 80% of the new meters. It is expected that 20% of the meter replacements will require cellular endpoints, which will be provided by the Town. The selected Contractor must have the required capabilities and licenses to complete all aspects of the project. This Project is using federal grant funds and Davis-Bacon regulations will apply even if the federal government is not a party to the contract or subcontract. This will require the Contractor and any subcontractors to comply with Federal Labor Laws and compensate their employees according to the appropriate Department of Labor Wage Decision and reporting requirements (see Exhibits in Town’s Construction Contract forms). Competitive bid proposals for the project will be received by the Town at the below specified location until the time and date cited. Proposals must be sealed and in the actual possession of the Town on or prior to the exact time and date indicated. Late proposals will not be considered. The preparation of the bid will be at the expense of the respondent. The Town will not reimburse the respondent for any costs associated with the preparation or submission of any bid proposal. Proposals must be submitted and labelled “Cave Creek Water Meter Installation Project” and include the Offeror’s name and address clearly indicated on the sealed envelope. All proposals must be completed in ink or typewritten, and a completed Questionnaire, Proposal, Bid Sheet, Reference List and Subcontractor List must be returned with the RFB by the time and date cited.
