The City of White House is seeking bids for unit pricing for Cure-In-Place Pipe (CIPP) liner installations on sewer service laterals. The awarded bidder shall agree to furnish all necessary materials, labor, tools, equipment, supplies, and supervision necessary to safely perform the following services described in this bid.

Anticipated repairs would be to 4-inch and 6-inch SDR26 PVC pipe (and relevant fittings) for residential sewer service lines within the City of White House, TN, at addresses identified by the City of White House Wastewater Department. The length of liner will be determined upon completion of initial CCTV inspection of the identified service line(s). In addition to 4-inch and 6-inch pipe, the awarded contractor should anticipate and be capable of applying CIPP liners to PVC tees, wyes, bends, and reducers, as needed. Work shall be performed between the hours of 7:15am-5:15pm, Mondays through Thursdays, unless otherwise directed by the City. Work shall be invoiced monthly for tasks performed within each calendar month.

No cancellation of, or changes, to a City of White House purchase order may be made, except in writing, by the Purchasing Office. Orders may be cancelled without the consent of the vendor in case of any default by the vendor.

By way of the eProcurement Portal, responses will be locked and digitally encrypted until the submission deadline passes.
Mail-in responses and Drop off bids will be accepted and must be placed in a sealed envelope. Sealed envelopes must be labeled 52210-27-05 FY27 Cure-In-Place Pipe (CIPP) Lining Services and Monday, August 31, 2026.

Each bid shall be complete. Incomplete or unresponsive bids may be rejected.

Bidders are required to register for an account via the City's eProcurement Portal hosted by OpenGov. Once the bidder has completed registration, they will receive addenda notifications to their email by clicking “Follow” on this project. Ultimately, it is the sole responsibility of each bidder to periodically check the site for any addenda at https://procurement.opengov.com/portal/whitehousetn.
The City of White House in its sole discretion reserves the right to terminate this RFB process, elect not to award a contract, or modify the terms of this RFB at any time. In no event will the City or any of its officers, officials, or employees be liable for or otherwise obligated to reimburse Proposer for any costs incurred in preparation of a submittal. All submittals received become the property of the City of White House. The City reserves the right to seek clarification from any or all Bidders. By responding, the Bidder has read, understands, and agrees that they are able to competently perform the work in accordance with the scope.
Each bidder is required to list in the BID SUBMISSION REQUIREMENTS or on the PRICE PROPOSAL section the number of calendar days they expect the project to be completed at the destination in terms of time interval following notice to proceed. If time varies on different items, the bidder shall so state the delivery time for each item.
Failure to include a specific number of calendar days may be sufficient grounds for rejection of proposals.
In comparing the bids and proposals and making awards, the City may consider such factors as quality and adaptability of services, the bidder’s record of experience and integrity and performance assurance in addition to that of the bid price. The City reserves the right to cancel this order, or any part thereof without penalty.
Vendor is to submit properly completed invoice(s) to the address specified on the purchase order. To insure prompt payment each invoice should cite the purchase order number, bid number, project description, unit and total price, discount terms and include the vendor’s name and return remittance address.

Tenn. Code Ann. § 12-12-106 requires the chief procurement officer to publish, using credible information freely available to the public, a list of persons it determines engage in investment activities in Iran, as described in § 12-12-105.
While inclusion on this list would make a person ineligible to contract with the state of Tennessee, if a person ceases its engagement in investment activities in Iran, it may be removed from the list.
