Unless otherwise approved in advance, all materials furnished shall be new and manufactured no earlier
than one (1) year prior to the current calendar year. Materials stored for extended periods prior to installation
must be maintained in accordance with manufacturer recommendations and in a manner that prevents
contamination or deterioration. The City reserves the right to reject any materials deemed damaged,
improperly stored, or mishandled.
Manufacturers may be disqualified from use based on prior non-performance or material quality concerns. In such cases, the manufacturer will be notified in writing, and a performance review period will be conducted by the City. Reinstatement shall be at the discretion of the City and will require the manufacturer to provide a corrective action plan, documented quality improvements, and an extended warranty on all supplied materials.
All materials shall be manufactured and assembled in the United States (“domestic”) or produced in accordance with U.S. standards (“non-domestic”), as established by the agencies referenced in these specifications. Manufacturers of non-domestic materials must provide documentation certifying compliance with all applicable quality control procedures and standards. Submittals shall include verification of compliance, as well as the name and address of the manufacturing facility. Where both domestic and non-domestic options are available from a single manufacturer, domestic products are preferred.
If domestic products are unavailable, non-domestic materials may be considered only with prior written approval from the City. Approval requires submission of documentation demonstrating compliance with AWWA and Factory Mutual (FM) standards, certification of production in ISO 9001-registered facilities, and formal written authorization from the City.
Contract Term and General Requirements
The Bidder agrees to furnish water material inventory stock items to the City Department of Support Services for the period beginning July 1, 2026, and ending June 30, 2027. Materials shall be supplied on an as-needed basis, with quantities determined by the City’s operational requirements.
All deliveries must include accompanying documentation clearly identifying the appropriate City inventory numbers.
Where specific manufacturers are identified, no substitutions will be accepted unless expressly approved. Bidders shall indicate “NB” (No Bid) for any line item where the specified manufacturer cannot be provided. All line items must include either a unit price or “NB,” as applicable.
