In addition to a technical proposal, the prospective proposer shall prepare a detailed cost proposal for the work to be performed. The cost proposal shall itemize all items that will be charged, including travel charges that will be involved in the project. Costs shall also be segregated to show staff hours, rates, and classifications, and administrative overhead.
The least-cost proposal will be awarded the maximum points. Higher cost proposals will receive a reduced award of points. The minimum score for the price criterion is zero points.

Offeror acknowledges that the goods and/or services solicited under this Request for Proposals (“RFP”) are supported in whole or in part with federal funds. Offeror further acknowledges that any resulting contract may be subject to applicable federal statutes, regulations, and grant or award conditions, including but not limited to federal procurement and compliance requirements.
Certification
By submission of a proposal, Offeror hereby certifies that it:
Has been notified and understands that this project is federally funded, in whole or in part;
Agrees to comply with all applicable federal requirements, including those incorporated by reference in the solicitation and any resulting agreement; and

Q (Plaster Warranty): The only way to get a plaster warranty from the manufacturer is to replaster the entire leisure pool surface. Please provide direction on how to proceed.
A: The entire recreation pool will be replastered per Addendum.
Q (No subject): Can the existing waterline and pool edge tile remain in place as long as it is not damaged? (Contractor to replace what is broken during chipping of the pool)
A: Yes. All existing tile is intended to remain. Insofar as the tiles become displaced, they will be reset or replaced in kind at the contractor's expense.
Q (No subject): Can you please measure and let us know the width of the existing PVC grating in the leisure pool gutters so we can price it accordingly?
A: The leisure pool gutters are not intended to be replaced. Each pool grate location (6 Locations) contains (2) 18"x18" PVC grates.
Q (No subject): Should the PVC gutter grating be repaired or entirely replaced? The RFP was unclear.
A: The PVC gutter grating is outside of the prospective work area and intended to remain.
Q (No subject): Does the owner wish to replace and keep the 9"x9" blue diamond shaped tile markers on the leisure pool floor?
A: Yes. Plaster removal should assume that all tile will remain throughout. Insofar as the tiles become displaced, they will be reset or replaced in kind at the contractor's expense.

A: No. The evaluation section is the criteria in which Borough staff will use to evaluation each proposals. The checklist is available once you being to draft a response, and is Step 3, Vendor Questionnaire.
Q (Proposal Documentation Forms): The Proposal Documentation Forms section of the ITB on page 3 states that the respondents must complete, sign, and include the proposal documentation forms provided in the ITB. Please confirm that the required forms are the Subcontractor List, Corporate Certificate, and Proposal Documentation Form.
A: All forms in the "Vendor Questionnaire" step must be filled out. It will not allow you to submit your response without all required forms being submitted.
Q (Evaluation Phases): Item No. 1 of the evaluation criteria lists that the offerors should include the requested number of copies of the proposal for Part One and Part Two. Since the proposals are to be turned in electronically, please specify the number of copies required.
A: Disregard that language. The electronic submission is the only requirement. No additional copies are needed.
Q (Evaluation Phases): Item No. 1 of the evaluation criteria states that proposals should be provided in two parts. Please confirm that Part One of the proposal refers to the narrative portion of the proposal and that Part Two of the proposal refers to the price portion of the proposal.
