    Background

    General Statement of Work: A Job Order Contract is an indefinite quantity construction contract pursuant to which Solano County may accomplish a series of projects at different locations and facilities with single, competitively bid contracts awarded before the projects are identified. Contractors bid an adjustment factor to preset unit prices. Work is accomplished by issuing Job Orders to the successful contractor during the one-year term of the contract. Job Order Contracting is typically used for tenant improvement work, facility upgrades and repairs, and site development/improvement.

    • Scope of Work

      Contractors are to review all attachments, such as the GSD 2026 JOC Project Manual, Construction Task Catalog (CTC), and attend a mandatory pre-bid meeting. Bidders must understand the project timeline and submit relevant questions, forms, and other requested information by the due dates indicated in the timeline.

    Questions & Answers

    Q (Awarded Projects): How many task orders were executed on the previous JOC B Contract? Total dollar figure awarded? What is the anticipated award sum for the upcoming year?

    A: We have worked with a variety of B contractors who have received up to ten (10) task orders each, for which the cumulative annual contracts have ranged up to $2.6M. However, annual contracts may go up to the statutory limit of $6,591,000. Please refer to the County of Solano CFIP report to review upcoming projects.


    Q (Liabliity insurance): 00 72 00, Article 11, Insurance, requires general liability limits of $5,000,000 per occurrence for bodily injury, personal injury and property damage and $10,000,000 general aggregate limit. Our company currently carries the following liability coverage: General liability limits: $1,000,000 per occurrence + $2,000,000 aggregate Umbrella/excess liability limits as follows: $10,000,000 per occurrence & aggregate Please confirm that using our umbrella/excess policy to meet the required limits is acceptable.

    A: Required limits may be met through a combination of primary and umbrella/excess policies, provided total coverage meets the limits outlined in the front-end documents.


    Q (5-Part Pre-Award Survey): The specifications state that the lowest apparent bidders must submit the survey. My question: Can you please clarify how many of the low bidders will be required to submit this paperwork post bid day?

    A: All bidders within the competitive range, as determined by the County, may be required to complete the pre-award survey.


    Q (Bid Bond): Should bid bond be $25,000? It says 10%. Would need new form if so. Thank you.

    A: The initial bid amount is $0. Please provide a letter of bond ability for up to $1,000,000. The letter of bond ability will be accepted in lieu of the bid bond form.


    Q (Bid Results for last 3 years): Can you provide us with the bid results for the past 3 years?

    A: Bid results have varied greatly in past years. Please refer to the Gordian CTC catalog of pricing to understand the compensation structure for work.     Q (Previous RFP/Contract): How many contracts were awarded on the last RFP? What were the factors for each contract? How much money was spent on each contract?

    A: Seven (7) JOC contracts were awarded in 2025. Each contractor submitted a competitively bid adjustment factor, which reflects their overhead and pricing approach when applied to the Gordian CTC. Adjustment factors varied by contractor. Contract utilization also varied based on project assignments and County needs, and no minimum contract value is guaranteed.


    Q (Approved Proposals): Can you please provide approved proposals with any joint scope of work descriptions and construction plans for approved proposals?

    A: This solicitation is for Job Order Contracting services and is not associated with a specific project. Therefore, no plans or scopes of work are provided. Work will be issued through individual task orders based on County needs, and pricing will be determined using the Gordian CTC catalog of pricing, with the contractor’s adjustment factor applied to the catalog pricing if/when they are assigned.


    Q (Bid on both): Are you allowed to bid on both A and B license with the same paperwork or do you need to fill out two separate bids if the factor would be the same?

    A: For those who wish to perform work under multiple licenses, it is best to submit a separate proposal for each license type. This is because your adjustment factor may differ for each license type, and you would be bidding different CTC catalogs for each. Additionally, the Gordian platform requires separate proposals, as they grant access to the appropriate CTC catalog according to contract type. Therefore, if you hold multiple licenses, please complete the bid form with adjustment factors for each. Please ensure they are labeled so it's clear which license each set of factors applies to. Please note that you are not required to submit multiple proposals, but rather, you may choose to, if you hold multiple licenses and would like to pursue a contract for each.


    Q (Bid Bond and Letter of Bonding Ability): The spec book asks for both a bid bond for 10% and a letter of bond ability. We have both and are wondering if it is necessary to submit both of these items with our bid?

    A: The initial bid amount is $0. Please provide a letter of bond ability for up to $1,000,000. The letter of bond ability will be accepted in lieu of the bid bond form.
