    Description

    The County of Riverside Purchasing Department on behalf of Facilities Management is seeking proposals from competent parties qualified in providing Generator Preventative Maintenance. To ensure these facilities remain safe and functional, preventative maintenance to County owned and operated Generator Preventative Maintenance. Successfully awarded Contractor(s) shall propose a comprehensive preventative maintenance schedule to perform Monthly Test (for specific sites), Quarterly services (3) and One (1) Annual services with a 4-hour load bank test on all generators to prevent equipment failure and ensure proper equipment operation during power failure. The Riverside County Department of Facilities Management oversees the maintenance and operations of over 14 million square feet of county-owned and leased facilities across 7,300 square miles. These facilities encompass a diverse range of environments, including administrative offices, public service centers, and community spaces. There are estimated 72 generators that require preventative maintenance throughout the County. RFP - FMARC-335 Attachment #1 Generator List: contains the region, building #, address, manufacturer, KW, model, and serial number of the generators. RFP - FMARC-335 Tab H Cost Proposal Sheet: contains the frequency of which the County is requesting services be performed in addition to region, building #, address, manufacturer, KW, model, and serial number of the generators. Scheduled preventative maintenance and repair over $1,000 is considered a public works project according to California labor code 1771 and subject to prevailing wage requirements, compliance monitoring and enforcement by the California Department of Industrial Relations (DIR). The awarded bidder shall comply with all applicable provisions of the California State Labor Code regarding prevailing wages, Department of Industrial Relations Division of Apprenticeship Standards Labor and other requirements, including but not limited to Labor Code Sections 1771.4, 1773.1, 1774, 1775 and 1776. Pursuant to Labor Code section 1771.1, any contractor bidding, or subcontractor to be listed on a bid proposal subject to Public Contract Code section 4104, must be currently registered with the Department of Industrial Relations. No contractor will be awarded without proof of current D.I.R. registration. Prevailing wage rate DOES NOT apply to work less than $1,000. Over $1,000 prevailing wage rates apply. For the purpose of this RFP and the subsequent service contract(s): Repair is defined as: “The word “repair” in its ordinary sense relates to the preservation of property in its original condition, and does not carry the connotation that a new thing should be made of a distinct entity created” (Whalen vs. Ruiz (1953) 40 Cal.2d 294, 300-301, 253 P.2d 457) Preventative Maintenance is defined as: “Routine, recurring, and usual work for the preservation or protection of any publicly owned or publicly operated facility for its intended purposes.” (PCC22002(d)) There will be collaboration between contractor and project manager to determine and agree upon what constitutes a repair and what constitutes a separate public works project following CUPCCAA / DIR labor requirements. Bidders must have a current C-10 (Electrical Contractor) issued by the California State License Board (CSLB) and current registration with the Department of Industrial Relations (DIR) at the time of bid submission in order to bid on public works projects. Proof of registration and current license is required to be attached with bid submission. The County of Riverside expects to have an Agreement(s) in place on or before 6/30/2026 Conditional offer of award leading to successful contract negotiation(s) may take several months.
