    Description

    The New York State Department of State is entering into a 2-year Maintence contract with Stone Environmental, Inc. (Stone) to maintain the Gateway, a ligislatively mandated geospacial data portal. DOS previously contracted with Stone for development of all phases of the Atlas and the Gateway, as well as hosting the online application until Spring 2023, when the Gateway was transitioned to a new platform that is hosted through a DOS account on Esri’s cloud service, ArcGIS Online (AGOL). A maintenance contract is necessary now that the Gateway has experienced exponential growth in offerings and use. The Gateway is served on and was built with Esri GIS software by Stone Environmental through a previous PBITS contract. Esri continually updates its software and delivers patches at a rate that makes it difficult to keep up. Expertise is required to assist with keeping track of updates and patches and ensuring those changes are compatible with existing Gateway applications. A number of applications on the Gateway, such as the main map viewer, coastal atlas, Kids MapVenture and others, were developed by Stone using Esri’s Experience Builder and have custom coding developed by Stone that has been tailored to make these applications user-friendly. Stone will update and repair these applications as code breaks and fixes are required. Stone has developed custom-coded widgets within our major applications, such as saving and sharing a map view, legend controls such as changing layer transparency, connection of points to photos and locations in the Recreation Information Tracker (RecIT), etc. Stone will update and repair these widgets as code breaks and fixes are required. There are tools that Stone used custom code to create, which are critical to the operation of the Gateway. There is a dataset performance reporting tool developed by Stone that scans through our over 850 data holdings on AGOL on a daily basis and delivers an email report of datasets that are not performing correctly. This tool allows us to keep tabs on potential issues with datasets and correct them as soon as possible. In some cases, Stone may repair or replace links to non-performing datasets. We occasionally request, or are asked to host, a large number of datasets, whereby, Stone created a bulk data uploader tool so that the entire data holding could be uploaded at once instead of individually. Stone will ensure these tools are maintained and updated and fixed if code updates are incompatible.
