    Description

    The City of Roswell, is seeking proposals from qualified conservation professionals or firms to provide assessment, stabilization, conservation treatment, documentation, transportation, storage recommendations, and related services for flood-affected artifacts associated with the work and legacy of Dr. Robert H. Goddard.

    Background

    The Roswell Museum has long served as a primary steward of artifacts associated with the pioneering work of Dr. Robert H. Goddard and the history of early rocketry in Roswell, New Mexico. The collection includes early rocket components and assemblies, workshop equipment and tools, recording devices, furnishings, fabricated parts, personal effects, and other mixed-material artifacts.

    In 2024, a major flood event impacted the Museum facility and portions of the Goddard collection. As a result, the City is seeking professional conservation services to assess flood-related impacts, stabilize affected objects, complete appropriate conservation treatment, and prepare the collection for long-term preservation, storage, and potential future exhibition.

    The project includes approximately 1,200 three-dimensional artifacts and an approximately 80-foot outdoor rocket tower structure. The selected Offeror shall provide a phased approach addressing immediate recovery needs, long-term conservation, documentation, staff training, and recommendations for storage, exhibit readiness, and future reinstallation of select artifacts.

    Evaluation Criteria

    • Firm Qualifications (10 pts)

      Points will be awarded based on the Offeror’s history, background, conservation specialization, and experience with large-scale object conservation projects, including scientific, industrial, aerospace, historic artifact collections, flood-damaged collection recovery, and outdoor structural artifact conservation.

    • Key Personnel (10 pts)

      Points will be awarded based on the qualifications, certifications, professional affiliations, experience, and assigned roles of key personnel, subcontractors, structural engineers, or specialty consultants proposed for the project.

    • Relevant Project Experience and References (15 pts)

      Points will be awarded based on the Offeror’s demonstrated experience with comparable projects, including client/institution experience, project scope, project timeline, and references for similar services.

    • Proposed Approach and Methodology (20 pts)

      Points will be awarded based on the quality, completeness, and practicality of the Offeror’s proposed approach to initial condition assessment, documentation, prioritization of approximately 1,200 flood-damaged artifacts, conservation treatment methods, rocket tower conservation strategy, environmental considerations, corrosion mitigation, long-term preservation, and final reporting.

    • Location, Transportation, and Logistics Plan (10 pts)

      Points will be awarded based on the Offeror’s conservation facility location, storage capacity, treatment facility capabilities, security, environmental controls, proposed object transportation methods, packing procedures, shipping coordination, and on-site work procedures for the rocket tower or oversized artifacts.

    • Project Schedule (5 pts)

      Points will be awarded based on the Offeror’s proposed timeline for assessment and intake, conservation treatment phases over the anticipated three-year project period, coordination with exhibition and interpretive planning beginning in 2027, preparation for reinstallation activities beginning around 2029, and major milestones and deliverables.

    • Cost Proposal (25 pts)

      Points will be awarded based on the reasonableness, completeness, and clarity of the proposed fee schedule/cost structure, including hourly rates, travel and mobilization costs, transportation and shipping costs, materials, specialized equipment, subcontractor or consultant costs, and any applicable markup rates.

    • Deliverables and Project Outcomes (5 pts)

      Points will be awarded based on the Offeror’s ability to clearly identify project deliverables and demonstrate how the proposed services will result in professional conservation and physical repair of artifacts, stabilization for long-term preservation and future exhibition use, readiness of select objects for interpretive planning and exhibition development, preparation of the outdoor rocket tower for future reinstallation, and complete documentation and final reporting for institutional records.

    • Oral Interviews (10 pts)

      The City may, at its sole discretion, invite one or more top-ranked Offerors to participate in oral interviews, presentations, or discussions. If oral interviews are conducted, each invited Offeror may receive up to ten (10) additional points based on the Offeror’s presentation, responses to committee questions, understanding of the project, proposed approach, project team, schedule, and ability to successfully perform the required services.

      If oral interviews are not conducted, no additional interview points shall be awarded, and the City may proceed with evaluation and award recommendation based on the written proposals and cost proposals received.
