    Description

    The City of Golden is seeking proposals for Golden Bike Park Trail Maintenance. Proposals are due no later than 5:00 pm on Sunday, April 12, 2026. Questions must be submitted no later than 5:00 pm on Sunday, April 5, 2026.     Background

    The Golden Bike Park is a purpose-built bicycle skills facility located within the Tony Grampsas Park. The park serves a wide range of users, including beginner to advanced riders, and features a variety of terrain such as pump tracks, jump lines, and natural surface trails designed to support skill progression and community recreation.

    Due to use, weather exposure, and the technical nature of the features, the trail system requires ongoing maintenance to ensure user safety, preserve ride quality, and protect the long-term integrity of the facility. Regular maintenance activities include surface reshaping, drainage improvements, and repair of worn or damaged features.

    The City is seeking qualified contractors to provide routine and as-needed trail maintenance services that align with industry best practices for bike park and natural surface trail systems. The selected contractor will be expected to help maintain a safe, sustainable, and high-quality riding environment for the community.

    Evaluation Criteria

    • Project Approach (25 pts)
      The proposal should clearly describe the firm’s approach to delivering the bike park maintenance services outlined in the Scope of Services. It should enable the evaluator to understand how the team will plan, schedule, and carry out routine maintenance, inspections, documentation, and communication with the City. The submittal should also identify likely challenges—such as erosion, feature wear, seasonal impacts, or safety concerns—and explain the firm’s strategy for proactively addressing them.
    • Schedule of Services (15 pts)

      The proposer shall provide a clear schedule outlining how all required bike park maintenance services will be delivered throughout the contract term. The schedule should identify the frequency of routine maintenance, monthly inspections, reporting deadlines, and any seasonal adjustments needed to maintain safe and rideable conditions. The schedule must also show the contractor’s availability for responding to safety issues within the required 24‑hour notification period, as well as anticipated timelines for completing non‑routine or corrective work when approved by the City. The submitted Schedule of Services should demonstrate the firm’s ability to maintain consistent coverage, meet all performance standards, and adapt service levels as conditions or City needs change.

    • Budget (50 pts)

      Proposers shall provide a clear and transparent budget outlining the monthly cost of delivering all required bike park maintenance services, as well as the total cost for the full contract term. The budget must include all labor, equipment, materials, reporting, and administrative expenses necessary to fulfill the scope of work and should demonstrate that the proposed pricing aligns with and fits within the City’s established budget for bike park maintenance.

    • Qualifications of Firm and Project Team (10 pts)
      The proposal should present a clear summary of the firm’s experience and the qualifications of the project team, allowing the evaluator to quickly determine their suitability for bike park and trail maintenance work. It should demonstrate the firm’s track record with similar municipal projects, provide reliable references, and show that the team has the necessary expertise—whether through in‑house staff or subconsultants—to perform all required maintenance, inspections, repairs, and documentation.

      A completed Acceptance of Conditions Statement is required. This Statement affirms the acceptance of all conditions or requirements contained in the Request for Qualifications, and lists the names of any of the submitting firm’s employees, and any proposed subconsultant’s employees, who are spouses or children of City employees or the spouse of a City employee’s child.

    Q (Contract Documents): Do you require a filled out Terms and conditions form be submitted with the bids. The documents appear to be templates and would need to be converted into another form to fill out. Is an statement accepting the Terms and conditions sufficient for the bid?
