Nature of Project The Commissioners Court of Nueces County (hereinafter called the “County”) will accept sealed competitive proposals for Colonia Fund Construction (CFC) Program – Grant Application and Administrative Services in support of current and future federally, state, and locally funded programs. The purpose of this engagement is to support Nueces County in effectively researching, preparing and submitting federal and state grant or loan program funds. In addition to, managing awarded program funds by administering and ensuring regulatory compliance, maximizing reimbursement, and strengthening internal grant administration capacity. The Contractor will assist throughout the grant lifecycle, including identifying funding opportunities, application development and submissions, providing post-award management, administration, and compliance monitoring, reporting, Davis-Bacon labor standards, maintaining audit-ready records, coordinating with stakeholders and granting agencies, and assisting with grant closeout and reimbursement. All services will comply with applicable federal, state, and grantor requirements, including 2 CFR Part 200 (Uniform Guidance). This project is intended to improve the County’s efficiency in managing grant-funded initiatives, reduce compliance risks, and promote responsible stewardship of public funds. The contract term shall be for the life of the grant and shall remain in effect through final project closeout. Either party may terminate the contract for any reason with (60) days written notice. Scope of Work The Scope of Work (SOW) for this project is detailed fully in the attachments below: • Attachment B - Scope of Work Contract Administrator: Inland Parks Director, Edward Herrera, will serve as the contract administrator for this project. Grants Liaison: Grants Director, Scott Cross, will serve as the Grants Liaison for this project. Delivery of Proposal All forms in Proposal Packet and all requirements in Statement of Qualifications are to be completed, signed, dated and returned by the Due Date/Time shown in Schedule of Events table.
