A: Page 7 of the specifications list the evaluation factors and their percentages. Q: Is this contract paid via reimbursement? Does the awarded contractor have to pay for all materials and cost to manufacture products personally first and then be reimbursed after products are received by owner? A: The City operates on a purchase order system. We issue a purchase order to place the order. Once we have received the items and you have provided an invoice then we submit the invoice for payment. The City's payments are in accordance with Sec. 2251.021 of the Texas Government Code. Q: How long does it take for the owner to remit payment to the contractor after an invoice is received? A: Please see Question #2 for the answer. Q: Will the artwork that is shown in the information provided be what is requested to be used for clothing items or does the contractor need to create new artwork? A: The artwork shown is what is required for this bid. Q: Is this a set-aside contract?
