INTENT The Town of Petersburgh (herein also referred to as, “Town”) Highway Department is soliciting bids for unspecified quantities of unprocessed granular material (run-of-bank gravel) and processed material for use in highway projects and for winter traction control throughout the 2026 – 2027 season. Awards will be made to all vendors submitting bids that meet the specifications. The Highway Superintendent or his designee will make selection and purchase of material. Selection will be based on cost, material specifications, availability and proximity to the project. Any vendors submitting a bid must comply with all appropriate local and state regulations. Each bank must be licensed for operation by the NYSDEC. Please refer to the State Law requiring licensing of any bank where more than one thousand (1,000) tons of material is removed in a year’s time. AWARD BASIS: Open-end awards will be made to all vendors meeting the Town of Petersburgh’s specifications. Selection shall be based upon the best value to the Town, which is determined by combining materials and trucking costs (either force account or contracted) relative to distances from each project site. The distance from the vendor stockpile to the center of the project site will be used in making the combined costs evaluation. The Town of Petersburgh reserves the right to reject any and all bids received and re-bid, if necessary, when it appears to be in the Town’s best interest. BID OPENING: Bids will be opened and announced as “On File”. Individual prices will be read aloud, however, at the conclusion of the bid, Bidders will be allowed to view the bids and write down pricing. Or, Bidders may contact the Petersburgh Town Clerk the week following the bid opening and request pricing. BID SURETY: No surety is required for this contract. CONTRACT PERIOD: The contract period is effective for one (1) year from the date stated in the award letter. The contract may be extended by mutual consent of both the Town and the Vendor for an additional one (1) year period. All terms, conditions and pricing of the original award shall apply to the contract extension. PARTIAL BIDS: Partial bids are allowed. MULTIPLE BIDS: Vendors wishing to bid upon more than one bank location must submit separate bid forms fully completed for each location. The bidder must use the Official Bid Form and is therefore authorized to copy pages 5-7.
