Evaluation Criteria

• Green Methyl Methacrylate (MMA) for Bike Lane and Other Hi-Visibility Striping —

  The City of Napa (“City”) is requesting quotes from qualified vendors for the purchase and delivery of green methyl methacrylate (MMA) pavement marking material for use in bike lane striping applications.

• Materials —

  Vendor shall furnish all materials, packaging, and shipping necessary to provide the following:

  1. Green Methyl Methacrylate (MMA) Pavement Marking Material
  2. City intends to request orders in 40-unit (kit) increments. The total number of orders will depend on actual need. The City will issue a Blanket Purchase Order to the awarded vendor. The total amount has yet to be determined. 
  3. The kits shall include the MMA, catalyst, and aggregate. 
  4. City purchases reflective beads separately.
  5. Material shall be suitable for roadway and bike lane pavement marking applications and shall meet applicable industry standards for durability, skid resistance, and color consistency.
• Delivery Requirements —
  1. All materials shall be delivered within fourteen (14) calendar days following approval/execution of the contract or issuance of a purchase order, whichever occurs first.
  2. Delivery shall be made to the Corporation Yard at 770 Jackson Street, Napa, CA 94559
  3. Vendor shall include all freight, shipping, handling, and delivery costs in the quoted pricing. No additional delivery charges will be accepted after the award.
• Vendor Responsibilities —

  Vendor shall:

  1. Provide new, unused materials in original manufacturer packaging.
  2. Ensure materials are properly labeled and accompanied by any applicable product data sheets and safety data sheets (SDS).
  3. Coordinate delivery scheduling with the Agency’s designated representative.
• Pricing —

  Vendor shall provide unit pricing and total pricing for the quantities requested. Pricing shall remain firm for the duration of the procurement process unless otherwise agreed to in writing by the Agency.

  Note: City of Napa sales tax is currently 8.75%. Do not include this in the quoted price.

• Payment Terms —

  Payment terms shall be Net Thirty (30) days from receipt and acceptance of materials and submission of a valid invoice. See the attachment section for the Sample Purchase Order, Terms and Conditions.

• Acceptance —

  Materials are subject to inspection and acceptance by the Agency upon delivery. The Agency reserves the right to reject any materials that do not conform to the specifications or requirements set forth herein.

• Material Specifications —

  The green methyl methacrylate (MMA) pavement marking material furnished under this Request for Quotes shall meet the following minimum specifications:

• Color Requirements —

  High-visibility green color shall conform to applicable roadway marking standards and be suitable for bicycle lane applications.

  Material shall maintain color consistency and resistance to fading under normal traffic and environmental conditions.

• Packaging and Shelf Life —

  Materials shall be delivered in original, unopened manufacturer's containers with labels clearly identifying:

  1. Manufacturer name
  2. Product name and type
  3. Batch/lot number
  4. Mixing instructions
  5. Safety information
• Submittals —

  Vendor shall provide the following upon request:

  1. Product data sheets
  2. Safety Data Sheets (SDS)
  3. Manufacturer application recommendations
  4. Technical specifications
  5. Recommended coverage rates and curing times
