This Solicitation is issued by the New York State (“NYS”) Office of General Services (“OGS”), Procurement Services for Bituminous Concrete Asphalt Mixtures as specified herein for the NYS Department of Transportation (“NYSDOT”). Authorized User, as used within this Solicitation, shall be defined to mean the NYS Department of Transportation ONLY. This Solicitation is for specific NYSDOT projects ONLY, which are listed in Attachment 1 – Pricing. There is to be one award for each project. Bidders may bid on one or more projects. For each project, award shall be made to the responsive and responsible Bidder with the lowest GRAND TOTAL submitting Bids on all items (materials) included in each project. Bituminous Concrete is a mixture of stone of various sizes and liquid material. The mixture is heated and proportioned in a bituminous concrete plant and compacted on a road in a heated state. Once the material cools, it becomes a hard, durable material. Bituminous concrete is used for roads, parking lots, tennis courts, sidewalks, bike paths, and for patching same.
