    This Piggyback Contract Opportunity (“Solicitation”) is issued by the New York State (“NYS”) Office of General Services (“OGS”), Procurement Services to establish a set of new Centralized Contracts for various types of Heavy Equipment by piggybacking various cooperative contracts, and housing these piggyback contracts, and subsequent additional or replacement Heavy Equipment piggyback contracts, perpetually under a single contract award number 23345 as specified herein for all Authorized Users eligible to make purchases under the Contracts resulting from this Solicitation. This will allow Authorized Users to make purchases, including any emergency purchases, faster and more efficiently, and obtain more reasonable pricing. A. This Solicitation will be in recruitment cycles (“Phases”): This Phase: This Phase of this solicitation includes the following type(s) of Heavy Equipment: - Maintenance equipment and related supplies or accessories that are designed or principally intended for maintaining grounds, trees, roadways, and/or rights-of-way which includes, but is not limited to, applicators, asphalt emulsion tack kettles, booms, chippers, compactors, cutters, debris maintenance, derricks (arborist, digger), ditchers, edgers, grinders, groomers, hot boxes, loaders, melters, mowers (all terrain, boom, brush, commercial landscaping, ditch, electric, excavator, flail, field, fire break, front, hitch, golf, rear, ride on, robot, self-driving, slope, stand on, tractor, trim, zero-turn), mulchers, patchers, power rakes, reclaimers, recyclers, rotaries, shredders, skid steers, snowblowers, snow throwers, sprayers, spreaders, stump grinders, tillage, tractors (crack sealing, mulching, utility), trailers (asphalt hot box transporter, crack sealing, recycler, sealcoating tank, water blasting), trimmers, trucks (grinding, grooving, marking, rumble strip), utility vehicles (UTVs), water blasting equipment, and implements and attachments. Under this Phase, OGS will piggyback Sourcewell Master Contract Number 112624 for Grounds Maintenance Equipment and Related Attachments; Sourcewell Master Contract Number 010925 for Tree Maintenance Equipment, Attachments, and Accessories; Sourcewell Master Contract Number 050625 for Roadway Maintenance Equipment; and Sourcewell Master Contract Number 032525 for Road Right-of-Way Maintenance Equipment, (each individually referred to as “Sourcewell Master Contract”). However, a prospective Contractor (“Bidder” or “Vendor”) who holds a current Sourcewell Master Contract and/or an existing Contract under an OGS Centralized Piggyback Contract Award is not automatically eligible for a Contract award. For this Phase, only a prospective Contractor (“Bidder” or “Vendor”) holding a Sourcewell Master Contract, who meets the minimum qualifications listed below in Section 2, Bidder Qualifications, is eligible for a Contract award. If a Bidder holds more than one Sourcewell Master Contract, such Bidder may bid more than one Sourcewell Master Contract in response to this Phase. If a Bidder bids multiple Sourcewell Master Contracts, OGS will review each such Sourcewell Master Contract for a separate Piggyback Contract award. Thus, such Bidder may be awarded more than one Piggyback Contract under this Phase of the Solicitation (see also Section 2, Bidder Qualifications). The resultant Piggyback Contracts are intended to replace the OGS Contracts that fall under Award 22792 - Heavy Equipment. If an entity wishes to hold a Contract under Award 23345 they should submit a Bid for this Piggyback Contract Opportunity. If a Bidder holds an OGS Contract under Award 22792 - Heavy Equipment for the same type of equipment Bidder is bidding on under this Solicitation, that OGS Contract under Award 22792 will be deemed immediately terminated upon OSC approval of a Piggyback Contract under Award 23345 for the Bidder. This Solicitation outlines the terms and conditions, and all applicable information required for submitting a Bid. Bidders should pay strict attention to the Bid submission date and time to prevent disqualification. Bidders are strongly encouraged to read the language of this Solicitation thoroughly and to precisely follow the instructions included in the Solicitation and all attachments and appendices. OGS may conduct future periodic recruitments for maintenance equipment and related supplies or accessories that are designed or principally intended for maintaining grounds, trees, roadways, and/or rights-of-way in accordance with Section 5.2, Periodic Recruitments. Bids received during this Phase shall be reviewed and processed in accordance with Section 5.1, Method of Award. Future Phases: Future Phases of this Solicitation will involve the subsequent solicitation of various types of Heavy Equipment, which may include previously solicited types of Heavy Equipment and Master Contracts, through Periodic Recruitments in accordance with Section 5.2, Periodic Recruitments. A vendor must register with the New York State Contract Reporter in order to receive bidder notifications and updates by: • Navigating to the “I want to find contracts to Bid on” page to register for their free account. • In order to receive ads of interest, the vendor must create an opportunity profile.
