    Description

    The County currently offers fully insured Group Term Life, Accidental Death & Dismemberment (AD&D), Short-Term Disability (STD), and Long-Term Disability (LTD) coverage for eligible employees, dependents, and retirees through Standard Insurance Company. The County awarded the contract for these lines via an RFP, effective date of January 1, 2019.Through this solicitation, the County is seeking to expand its voluntary (employee-paid) benefit offerings to include group-sponsored Accident, Hospital Indemnity, and Critical Illness/Cancer coverage. Currently, these products are offered individually through multiple representatives, including Aflac, Allstate, and Colonial Life. Because these are not group-administered products, proposers should not assume comparable group experience is available for these supplemental health lines.The County intends to contract with one (1) carrier/administrator for all requested lines effective January 1, 2027. Employees currently enrolled in individual Colonial, Aflac, and Allstate plans may elect to continue those coverages on a direct-bill basis; however, the County will not permit on-site enrollment for those individual plans and will not allow payroll deductions for them. Only the group-sponsored benefits awarded through this solicitation will be eligible for payroll deduction and group administration effective January 1, 2027.
