    Evaluation Criteria

    • TECHNICAL CAPABILITY AND APPROACH FOR MEETING PERFORMANCE REQUIREMENTS (30 pts)

      At least one staff member with an Extra class amateur radio license.

      At least one staff member who has completed the FEMA Independent Study Course (ICS)120, An Introduction to Exercises; ICS 130, How to be an Exercise Evaluator; and Mobile/Non-Resident, Residential, Virtual E139, Exercise Design and Development.

      At least one staff member who has at minimum completed the American Red Cross New Instructor Course and received certification in teaching First Aid, CPR, and AED.

      At least one staff member certified to teach fire suppression and small fire extinguishment.

      Ability to sub-contract instructors in Naloxone (Narcan) Administration, Emergency Medical Responder (EMR) skills, Certified Nurse Assistant (CNA) fundamentals, Psychological First Aid, Non-violent Crisis Prevention and Intervention, Cultural Competence, and K9 Search and Rescue Support.

    • MANAGERIAL CAPABILITIES (25 pts)

      Demonstrated ability to develop multi-faceted projects. Include if the project(s) included procurement, training, and conducting exercises. Demonstrated ability to meet project objectives within the agreed upon schedule. Demonstrated ability to complete project(s) within the prescribed budget.

    • FAMILIARITY WITH HAWAI'I ISLAND (5 pts)

      This project involves engaging rural communities on Hawai'i Island. Knowledge and understanding of the microcultures that exist in Hawai'i Island's rural areas. Staff's familiarity of the microcultures through residing on or frequenting Hawai'i Island.

    • RELATIONSHIPS WITH NON-GOVERNMENTAL ORGANIZATIONS AS WELL AS COUNTY AND STATE ORGANIZATIONS (5 pts)

      The ability to work with diverse organizations is essential to this project. Pre-existing relationships enhance the Offeror's ability start immediately and be productive from Day One which is critical due to the short timeline. List and explain the existing relationships with non-governmental organizations as well as County and State organizations.

    • EXISTING CAPABILITY VERSUS THE NEED TO CONTRACT CAPABILITY (5 pts)

      Organic staff with Federal Emergency Management Agency (FEMA) training in the Incident Command System (ICS), and the Homeland Security Exercise and Evaluation Program (HSEEP) will allow the Offeror to immediately start the planning process. Training in emergency management and/or exercise planning and execution other than FEMA classes are acceptable and would be viewed as equivalent to FEMA training. A General Amateur Radio License demonstrates the knowledge and skills necessary to train individuals to the level necessary to obtain a Technician (entry level) License.

    • EMERGENCY MEDICAL RESPONSE CAPABILITY (5 pts)

      The primary focus is to increase basic medical skills in rural areas and to increase the ability of residents to communicate medical information to medical facilities during a disaster.

    • COST (25 pts)

      Competitiveness and reasonableness of price.

       

      *   The scoring for Cost for Services shall be calculated as follows: the Offeror’s proposal with the lowest cost will receive the highest available rating allowable to cost. [Lowest Price x Points (the maximum available)/Price in Offeror’s Proposal = Offeror’s Points Allowable to Cost]

      Dear Sir/Madam: 

      The undersigned hereby proposes to furnish and deliver the following goods or services:  This project equips and trains rural volunteers, establishes additional “Resilience Hubs”, and makes available mission-ready amateur radio communications and medical response resources when and where needed. The term of the contract shall be from the date of Notice to Proceed and ending September 15, 2026., to Hawai'i Civil Defense Agency, County of Hawai‘i, at 920 Ululani Street, Hilo HI 96720, Hawai‘i, complete as specified, all in strict compliance with the Specifications and Special Provisions attached hereto and General Terms and Conditions for Goods and Services dated May 10, 2023, made a part hereof. 

      It is understood and agreed that the goods and/or services to be furnished are for the exclusive use of the County of Hawai‘i and are therefore exempt from Federal Excise Taxes and that the net bid price excludes such Federal Excise Tax.  Please note that effective January 1, 2020, the maximum General Excise Tax rate that may be charged of Hawai‘i County is 4.7120%.  The County of Hawai‘i is exempt from the City and County of Honolulu, 0.5% General Excise Tax Surcharge.  

      The undersigned further agrees that he has carefully read and understands the Proposal for this contract and that the Director of Finance, County of Hawai‘i, reserves the right to accept or reject any and/or all bids or proposals, or accept other than the low bid, if in his/her judgment, by so doing, it will be for the best interest of the public and the County of Hawai‘i. 

      All successful Proposers, for any single item exceeding $2,500.00, will be required to furnish proof of compliance with the requirements of § 3-122-112, Hawai‘i Administrative Rules (see Special Provisions No. 18).  

      Upon acceptance and award of this Proposal by the Director of Finance, the undersigned hereby agrees to enter into and execute the Contract as required by law within ten (10) calendar days after the award.
