    Description

    The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to provide labor, supervision, transportation, equipment, materials, and supplies necessary to load, transport, treat, store, and/or properly dispose of hazardous waste and non-hazardous waste. This is a Multi-Step Seal Bid COMAR 21.05.02.17. Definition. "Multi-step sealed bidding" means a two-phase process in which bidders submit unpriced technical offers or samples, or both, to be reviewed by the State and a second phase in which those bidders whose technical offers or samples, or both, have been found to be acceptable during the first phase have their price bids considered. Please see Deadline for Bid Submission for further instructions. NOTE: MES will only accept Electronic Bids on MES Procurement Portal (https://menv.bonfirehub.com/). Mailed, Emailed, Faxed, or Hand Delivered (paper) bids will not be accepted. Requested Information on the MES Procurement Portal must be submitted on or before the bid due date, Submission option will not be available after the bid due date. Bidders may follow-up with the procurement department procurement@menv.com to determine if their Bids were received on time. Conditioning a bid or proposal or any other MES solicitation or bidding document will deem your bid or proposal non-responsive and not be accepted COMAR 21.05.02.22. Bids will be opened electronically in public at the date and time specified in the solicitation. Bidders can attend the bid opening through the shared link provided in this solicitation.
