    The County of Riverside Purchasing Department on behalf of the Emergency Management Department (EMD) is seeking proposals from experienced parties qualified in providing hazard mitigation planning and consulting services. The purpose of this RFP is to secure services to update the County of Riverside’s Multi-Jurisdictional Local Hazard Mitigation Plan (LHMP) in compliance with the Federal Emergency Management Agency (FEMA) requirements under the Disaster Mitigation Act of 2000. An updated LHMP is required every five years to maintain eligibility for Hazard Mitigation Assistance funds. Riverside County’s last approved LHMP was submitted in 2012. FEMA has awarded the County’s EMD funding, with a required 25% non-federal match, to complete this update. Key Principles The primary goals of the Local Hazard Mitigation Plan are to: Reduce or eliminate long-term risk to residents, property, and infrastructure from natural and human-caused hazards. Promote a comprehensive, collaborative planning process that includes cities, special districts, tribal governments, community organizations, utilities, and businesses. Ensure consistency, continuity, and compliance with FEMA and State of California requirements for hazard mitigation planning. Program Objectives To provide: A FEMA-compliant updated Operational Area Local Hazard Mitigation Plan for Riverside County. Jurisdictional LHMP annexes for all participating cities, special districts, and partner agencies. Facilitation of planning workshops, stakeholder meetings, and public outreach efforts to ensure broad participation and inclusivity. Technical assistance to jurisdictions preparing their annexes. A plan that identifies mitigation strategies for the County’s top hazards: earthquake, wildfire, flood, pandemic influenza, cyber-attack, civil disorder, and others. Program Outcomes The outcome expectation of the successful contractor is to deliver a comprehensive, FEMA-approved, and Board-adopted Riverside County Operational Area LHMP and all jurisdictional annexes that maintain eligibility for federal mitigation funding and enhance countywide resilience. Target Population/Historic information Historically, the County has provided the Local Hazard Mitigation Plan Program to support all participating jurisdictions and agencies in the Riverside County Operational Area. In the last planning cycle, 38 participants — including cities, special districts, tribal governments, utilities, educational institutions, and military entities — submitted Letters of Commitment or annexes for inclusion. . Funding for Services (This is for Grant funded RFP’s only) The maximum funds for this RFP is $375,000 through April 1, 2028.
