    Description

    The City of Redlands (City) Municipal Utilities and Engineering Department is currently soliciting bids for Hazardous Waste Removal at its water and wastewater facilities. The successful bidder(s) will be issued an annual purchase order for 12-months, July 1, 2026 – June 30, 2027, with extension options as indicated on the Price and Fee Bid Sheet. The following list of items detail the expected scope of services:1. Comply with all applicable state and federal laws and regulations governing the safe clean-up (remediation), storage, collection, identification, handling, packaging, documentation, transport, transfer, and disposal of hazardous waste. The contractor shall be responsible for maintaining knowledge of any and all changes to applicable laws and regulations.2. Stay current with costs and analytical requirements for disposal of hazardous wastes at approved California Department of Toxic Substances Control (DTSC)/Environmental Protection Agency (EPA) permitted disposal facilities.3. Provide a spill prevention and emergency response plan for all expected services performed with the City.4. Manifest all hazardous waste lawfully and efficiently to the satisfaction of the DTSC, California DOT, US DOT, EPA, and EPA permitted disposal facilities. All waste shall be transported under the appropriate City EPA generator identification number.5. Profile chemicals and collect inventory of wastes in advance of routine waste pick-up and communicate with City staff on proper segregation and chemical compatibility.6. Provide a team of at least two (2) experienced and properly certified personnel who shall work together to sort and lab-pack waste on City premises for routine waste pick-ups.7. Provide personal protective equipment for contract personnel, as well as, fire extinguishers, absorbents, floor coverings, and other necessary spill containment materials while performing work on City property.8. Provide all necessary materials required for proper separation, containerization, handling, storage, transport, and disposal of hazardous waste materials including adequate number of recovery drums and absorbent materials for on-site solidification.9. Organize and pack all hazardous waste materials for transport.10. Provide a copy of all manifests and/or bills of lading to City staff prior to transporting hazardous waste from the site and subsequent manifest tracking documentation related to removal.11. Transport hazardous wastes collected from the City to designated facilities for recycling, treatment, neutralization, transformation, destruction, incineration, or other disposal.12. Provide as needed emergency spill response to the City’s water and wastewater facilities within 12 hours of notification of a spill.13. The initial contract/agreement period will be for one (1) year; with up to three (3) additional one (1) year extensions with the same terms and conditions, based on vendor response in the “Price and Fee Bid Sheet” below. Bidder may be required to enter into an agreement with the City to carry out the scope of services.14. The City will reserve the right to select or reject employees and subcontractors providing services.
