    Description

    The City of Golden is seeking proposals for Heart of Golden East Zone Construction Plans. Proposals are due no later than 5:00 pm on Monday, April 27, 2026. Questions must be submitted no later than 5:00 pm on Monday, April 13, 2026. Proposals and Questions must be submitted through the E-Procurement Portal at https://procurement.opengov.com/portal/cityofgolden.

    Background

    In 2025, the City of Golden contracted for The East Zone Amenity Plan which provided conceptual project designs for the portion of the Clear Creek Corridor (Heart of Golden) between Washington Avenue and Vasquez Street. The property included Parfet Park, Vanover Park, a portion of Tucker Gulch, and City owned properties lying to the east. The area was identified in the Heart of Golden Plan approved by Golden City Council in 2022 as an area to be connected and improved in conjunction with the construction of a new police and municipal facility at the corner of 10th Street and Archer Street, adjacent to this project. The project recommended activities and amenities to be included in the project area as well as conceptual project designs.  The East Zone Amenity Plan was completed in late 2025 and presented to City Council in early 2026.  This project seeks to further that plan and the Heart of Golden effort, by moving toward construction for these valued community improvements.

     

     

    This project will advance 100% design (final construction plans) for the area east of Archer Street, located south of the formal landscape improvements to be installed for the new Police/Municipal building during the spring of 2027, as well as preliminary design (30%) level plans for the city owned properties between Ford and Archer Streets, along the north side of Clear Creek.  Also included in the area between Ford and Archer Streets will be an evaluation of the recommended changes to Tucker Gulch incorporating it into the adjacent park properties.  The evaluation will identify and scope regulatory and/or procedural approvals for the changes to Tucker Gulch.

    Evaluation Criteria

    • Qualifications of Firm and Project Team (30 pts)

      Briefly discuss firm and project team qualifications that are being proposed for the Project. Discuss previous experience of the submitting firm in working with municipal governments in projects of similar size, scope and nature. Identify project references that may be contacted in regard to the Consultant’s performance on past projects. Describe the firm’s ability to provide the breadth of competencies required by the City, either with its own staff or via the use of Subconsultants in specialty areas. Resumes of key personnel shall be provided as an Appendix to the RFP response.

    • Project Approach (30 pts)

      Describe your team’s proposed course of action to accomplish the work identified. Identify critical issues to accomplishing the work. Submitters shall provide a detailed scope of services outlining the work required to complete the Project as presented in this RFP. Describe any innovative ideas, critical issues, and/or alternative approaches that may benefit the Project.

    • Experience with Similar Projects (25 pts)

      Provide examples of similar projects that were completed by members of the same team as described in item #1 – focus on public park and storm drainage project design and construction.

    • Familiarity with Golden Community and Concerns - (5 pts)

      The project is located integral to Downtown Golden and the larger Heart of Golden project.  Proposals should demonstrate the firm’s and project team’s understanding of the complex issues and community perspectives that will inform the design.

    Q (No subject): The RFP specifies a proposal page limit of 12 pages (page 6); however, it later indicates a limit of 10 pages (page 9). Please clarify the maximum allowable page count for proposal submissions.

    A: The page limit is 12 pages


    Q (No subject): 1. Can you please confirm the proposal page limit? Section 3 references a 12-page limit, while Section 7 references a 10-page limit. Which should be followed? 2. Does a table of contents count toward the page limit? 3. Do section divider pages count toward the page limit? 4. Can you confirm whether landscape or 11x17 pages are permitted and how they count toward the page limit. 5. Please confirm whether the Vendor Questionnaire should be included in the proposal appendix. 6. Please confirm whether a client list is required for subconsultants. 7. For the required five (5) references, should these be incorporated within project examples or provided as a standalone list, and should they represent only the prime consultant or include subconsultants as well? 8. Can you provide an example of the preferred fee schedule format? If not, could you clarify the level of detail, required components, and how it should be presented? 9. Should the fee schedule include only the individuals anticipated to work on this project, or the firm’s full rate schedule for all positions? 10. Do you anticipate any CWA 404 or Regulation 87 permitting for wetland or stream impacts being needed for the 100% design set? Being along the Farmer’s High Line, it would be advisable to stay out of there but wanted to ask the question. 11. Were there any environmental concerns from the Phase I ESAs completed for the city owned properties that are part of this project? Can the Phase I’s be shared? 12. The RFP references “Appendix B – Affidavit of Small Business Participation” and also notes that resumes and other materials may be included in an appendix. Can you please confirm whether the proposal should include: - A single appendix section containing all appendix materials (resumes, required forms, etc.), or - Multiple separately labeled appendices (e.g., Appendix A, Appendix B, etc.)?

    A: 1. The page limit is 12 pages 2., 3. The table of contents and divider pages do not count to max 4. Landscape or 11 X 17" pages are acceptable 5. Please include the vendor questionnaire in the appendix section 6. A client list for sub contractors is not required 7. List references however you prefer 8. Schedule can be high level with major elements 9. Fee schedule can be all employees or those positions involved in the project as you prefer 10. We do not anticipate any activities in the 100% plan area that would trigger flood plain review. The eastern end of the 100% design area (seating and/or picnic area) is impacted by the regulatory floodway. Grades should not be proposed to change in the floodway. Maintaining grades and proposing surface improvements is acceptable. (picnic tables, benches and perhaps a shade structure may be included) 11. There are no Phase 1 issues to discuss 12. Appendices should be separately included and labeled.
