The Washington County Natural Resources Department is seeking letters of interest from interested private sector tenant partners to potentially set up and operate a business at Heritage Trails County Park within a future multipurpose building or other location in the park. A facility concept is in preliminary scoping phase and would potentially be planned as part of the park’s ongoing development, which includes major investments in mountain biking, disc golf, youth skills areas, and expanded amenities. The County is seeking interest from operators whose services might enhance the visitor experience and align with the park’s long term vision. Potential uses include, but are not limited to: • A beer garden or taproom–style concession • A bike shop or bike service/retail provider • Outdoor recreation–focused retail or rental services • Food and beverage operations compatible with a trail based park environment Interested firms must have proven successful experience in setting up and operating a business in a public setting for similar sized communities, preferably in a park in the State of Wisconsin that include some, if not all of the amenities identified that the County would like to have incorporated into this park. The intent of this RFI is to determine the level of interest in this opportunity and if there is interest, the County may issue a Request for Proposals to interested firms and others to select a firm to contract with. Following receipt of the Letters of Interest, firm’s responding will be contacted as to next steps on how their input may be made on the potential development of the facility and grounds that may be planned for the park for a tenant to lease. Once the facility is approved for construction, an RFP may be issued to responding firms of this request and potentially other firms requesting proposals on leasing and operating a business within the park and resulting facility.
