    Scope of Work

    Sealed proposals are invited from qualified firms to provide site planning, infrastructure/utility analysis and engineering services for the Washington County Heritage Trails County Park located in the Town of Polk just south of Highway 60 at 4668 County Highway E, Slinger, WI 53086. The Washington County Natural Resources Department is looking to contract with a qualified firm to develop a site plan and provide infrastructure/utility analysis and engineering services for the Heritage Trails County Park for various new potential amenities to include restrooms/multipurpose space for future tenants, campsites, lighting, parking and utilities needed for the facilities incorporated. Today, the park offers world-class mountain bike trails, Youth Skills Area, a disc golf course, hiking trails and a shooting range for the Sheriff’s Office that must be taken into consideration when performing the work of this request. The selected firm will need to conduct a site analysis of the property and make recommendations as to the best and most cost-effective use of the space in order to help determine which amenities will work best within the park. The firm will also develop a site plan for the sites, provide construction cost estimates and feasibility of the amenities for consideration. The work of this request is to be completed by January 15, 2027. Interested firms must have proven, successful experience in park site planning for similar sized communities, preferably in the State of Wisconsin that include some, if not all of the amenities identified that the County would like to have incorporated into this park and have completed at least three similar park site planning projects within the past ten years. Experience and extent of success will be verified by reference checks conducted by the County. Firms are to include at least 3 reference projects for similar master plans completed in the past 10 years in their response to this request for reference checks to be done. Note: Park entrance fees will be waived for this meeting so firms will not have to stop at the entrance booth to pay to enter for this meeting. Firms visiting the project site other than during the optional pre-bid meeting can call the Parks Office at 262-335-4800 or 262-335-4449 after their site visit and request their vehicle’s license plate to be validated in order to waive the park entrance fees.

    Pre-Bid Conference

    NON-MANDATORY An Optional pre-proposal meeting will be held on July 7, 2026, at 10:00 AM (CT) at Heritage Trails County Park at the address listed above. Meet inside the main entrance of the park. This will be firm’s only opportunity to see the project sites with county staff present to review the potential site areas for amenities to be included. Attendance at the optional pre-proposal meeting is not required, however attendance is recommended.
