    Description

    The Wyoming State Construction Department, Procurement Section, on behalf of the Wyoming Water Development Office, (Procuring Agency) will receive bids until 1:00 p.m. Mountain Time on June 5, 2026, through the Public Purchase online bidding system for the High Savery Fence Replacement project, located 40 miles south of Rawlins, WY. Project Description: The project is located south of Dirtyman Fork Creek on Carbon County Road 401 (Sage Creek Road), approximately 40 miles south of Rawlins, Wyoming. The closest major road is Jack Creek Road, situated approximately 7.30 miles northeast of the project area. Proposed fence must meet the Wyoming Game and Fish Department (WGFD) Wildlife-Friendly Fence standards; at a minimum, the proposed fence must be thirty-eight (38) inches tall, three wires with twelve (12) inches spacing between the top and second barb wire, the bottom wire should be smooth and eighteen (18) inches from the ground. Only bids submitted through the Public Purchase site and on State of Wyoming forms will be considered. It is the bidder’s responsibility to review, through Public Purchase at https://www.publicpurchase.com/gems/wyoconstruction,wy/buyer/public/home for answers to questions, addenda, or bid tabulations. Telephone calls, emails, or faxes may not be accepted. Bidding questions shall be submitted on the Public Purchase website by 1:00 p.m. MT on May 21, 2026. All questions will be answered and provided to all prospective bidders via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 1:00 p.m. MT on May 29, 2026. Questions received after 1:00 p.m. Mountain Time on May 21, 2026, will not be addressed. It is the Contractor's responsibility (not required) to add their company to the Plan Holders and Contractors List. If a bid is greater than $150,000, each bid is required to have a bid deposit in the amount of Ten Percent (10%) of the total bid, which shall be in the form of a bid bond, cashier's check, or certified check (a copy of a check will not be accepted) drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), or an electronic bid bond with Surety 2000. ONLY if you are submitting an original 10% bid bond or submitting a 10% cashier check, it MUST be received in the Procurement Office at: Wyoming State Construction Department, Procurement Office, 700 West 21st Street, Cheyenne, Wyoming 82002, by 1:00 p.m. June 5, 2026. A COPY OF THE 10% CASHIER CHECK WILL NOT BE ACCEPTED. If you are using Surety 2000, you will need to upload with your bid response documents a copy of the Surety 2000 document. Note: All bids must be signed and uploaded completely through the Public Purchase online bidding system no later than the 1:00 p.m. MT on the due date indicated in the document. If your submission has not completely uploaded by the 1:00 p.m. MT deadline, the Public Purchase system will lock and your response will be incomplete and deemed non-responsive and eliminated from the evaluation process.
