    Description

    Washington County Public Health is awarding up to $76,000 for one contractor to provide HIV/STI testing, referral, and outreach services to persons at highest risk for HIV for up to twelve months during the period of 7/1/26-6/30/27. Services must include the following components: (i) identify persons with HIV infection or uninfected persons at risk for HIV infection, (ii) provide comprehensive HIV-related prevention services for persons living with diagnosed HIV infection and HIV-negative persons at risk for HIV infection, and (iii) implement community-level HIV prevention education, safer sex supply distribution, and PrEP referrals.

    The selected contractor must be able to provide services to Washington County residents through both in-person and online outreach methods. In-person services must include delivery at high-risk clinical settings, community-based outreach testing locations, and community events, as well as other settings appropriate for reaching priority populations at increased risk for HIV.

    Online outreach should include the use of social media and other digital platforms to engage priority populations at increased risk for HIV in Washington County. Activities should include risk-reduction education, linkage to HIV/STI testing, and referrals to prevention services (e.g. PrEP).

    The funding source for this RFP is through the Oregon Health Authority (OHA) HIV Statewide Services Program. This funding contains funds passed through OHA from the Centers for Disease Control and Prevention (CDC). Funds are to be used for research-supported, promising, or pilot HIV/STI prevention activities. Funding is dependent on the availability of resources. This contract period is anticipated to be for one year with the possibility to extend in one-year increments for a total of up to five years if additional funding is provided for these services.

Proposal describes ability to provide or connect clients to confirmatory testing and HIV treatment and case management services as needed. If the proposer does not currently offer these services, the proposal demonstrates how the proposer would be able to start implementation by July 1, 2026.
        • Proposal includes how outreach testing would be organized and conducted. Proposal describes the proposer's experience in conducting outreach testing. If the proposer does not currently offer these services, the proposal demonstrates how the proposer would be able to start implementation by July 1, 2026. 
      • Outreach
        • Proposal identifies planned research-supported community engagement strategies to persons at risk for HIV infection. 
        • Proposal describes how the proposer would implement in-person, community-based outreach as well outreach in virtual settings.
      • Referral
        • Proposal describes the proposer’s knowledge of and ability to connect clients to resources in Washington County. Examples can include but are not limited to linkage to HIV treatment, harm reduction, substance use treatment, insurance navigation, and primary care.
        • Proposal describes the proposer’s ability to provide referrals and access to PrEP and nPEP including insurance navigation and other available resources for individuals unable to cover the cost. Proposal includes how the proposer will work with PrEP and nPEP prescribers in Washington County. If the proposer does not currently offer these services, proposal demonstrates how the proposer would be able to start implementation by July 1, 2026. 

       

    • Budget (25 pts)
      • Proposal includes reasonable and allowable costs relative to proposed activities.
      • Budget proposal is aligned with the proposed scope of work.
      • Proposal includes a line-item budget, with a narrative that clearly explains all costs, using the provided template.
      • Proposal does not include unallowable costs as defined in accordance with OHA Program Element 81, HIV/STI Statewide Services, budget guidance and include the following:

        • Research.
        • Clinical care except HIV testing.
        • Antiviral therapy.
        • Federal funds used for the purchase of supplies or equipment related to injection drug use must comply with current federal law. Please note, purchase of sharps containers are allowable with these funds.
        • Reimbursement for pre-award/pre-allocation costs occurred.
        • Publicity or propaganda purposes, for the preparation, distribution, or use of any material designed to support or defeat the enactment of legislation before any legislative body.
        • The salary or expenses of any person related to any activity designed to influence the enactment of legislation, appropriations, regulation, administrative action, or Executive order proposed or pending before any legislative body.
        • Construction purposes.
        • Generally, recipients may not use funds to purchase furniture or equipment. 
    • Qualifications of Applicant (15 pts)
      • Proposal describes the proposer’s staffing plan to demonstrate current sufficient capacity and staffing or a plan to build sufficient capacity and staffing to meet program objectives. 
      • Proposal describes the proposer’s background and experience in providing the required programming or how the proposer plans to build expertise if new to any of the required elements. 
      • Proposal demonstrates the ability to implement required services either through existing service capacity or a clear, detailed, and feasible implementation plan that ensures all services will be operational by July 1, 2026. 
      • Preference points will be awarded to proposers that demonstrate current service capacity, defined as having the staffing, infrastructure, partnerships, and operational systems in place at time of submission and actively delivering the required or similar services.

    A: 1. There is no required percentage allocation for specific budget categories (e.g., outreach, testing). However, there is a requirement to provide 15-20 hours per week of HIV/STI testing services in Washington County. 2. All unallowable expenses are outlined in the Evaluation section.
